Description
The U.S. Geological Survey (USGS), Geologic Hazards Science Center (GHSC) has entered into an agreement with the Nuclear Regulatory Commission (NRC) to support and assist the NRC in reviews of site license applications for nuclear power plants. In coordination with the USGS-GHSC, the Pacific Coastal & Marine Science Center (PCMSC) of the USGS Western Region will provide additional support to review tsunami hazards for the NRC. The NRC has received an Early Site Permit (ESP) application near the Salem-Hope Creek, NH nuclear power plant that will need tsunami review. USGS-PCMSC technical expertise will be directed at reviewing hydrologic safety issues for each site as related to various aspects of tsunami hazards, including determination of probable maximum tsunami, tsunami source characterization, tsunami propagation, wave run-up, drawdown, and inundation. To augment this project, the USGS will utilize the abilities of a contractor who has sufficient regional and technical expertise in hydrodynamics and near shore processes in the Central and Eastern United States to participate in these safety and environmental reviews of the site applications. The period of performance is from Aug. 1, 2011 to Feb. 1, 2013 with two (2) options. The USGS intends to obtain these services through a noncompetitive procurement in accordance with Federal Acquisition Regulation FAR Part 13. The intended contractor is Texas Engineering Experiment Station, College Station, Texas. Other interested concerns having the ability to meet the USGS' requirement may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 15:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quote G11PS00636 will be made available to Texas Engineering Experiment Station on or about 08 July 2011. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-52, effective 30 June 2011.
