Description
The Marine Corps Systems Command, Quantico, VA intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 13.106-1(b) to B.E. Meyers & Co. Incorporated, 14540 NE 91st ST., Redmond, WA 98052-6553 for the purchase of nine (9) LA-9/P green laser Safety Control Module (SCM) Nominal Ocular Hazard Distance (NOHD) update programming device also referred to as LA-9/P modification kit. The kit will also include 2,310 LA-9/P replacement serial numbers, 2,310 Laser Hazard Labels for the LA-9/P and 1,500 Laser Hazard Labels for the mini-green. The LA-9/P modification kit will consist of a compact, portable device to change the NOHD set point of the LA-9/P SCM from 10 second limit (62.9m “ set point 65m) to the ¼ second limit (38.9 “ set point 40m). The LA-9/P is a system that was approved for use by the Naval Laser Safety Review Board. The firmware on the SCM that is part of the LA-9/P contains proprietary information that only the OEM has knowledge of and is the only one that can make the changes necessary to fulfill this requirement. The estimated magnitude of the contract value is approximately $70,000.00. Delivery is required within 12 weeks of contract award. The North American Industry Classification (NAICS) Code is 333314, Optical Instrument and Lens Manufacturing. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for this requirement, and past performance data no later than 22 July 2011, at 2:00 PM EST, to Mr. Jaime Arias, Marine Corps Systems Command, 2200 Lester Road, Quantico, VA 22134, or Jaime.arias@usmc.mil.
