- Description
- This project is a Design/Build Project. The project consists of construction of a 60-member Army Reserve Center (ARC) which includes a 18,167-square-foot Training Center building, a 4,627-square-foot Organizational Maintenance Shop (OMS) building, and a 362-square foot Unheated Storage (UHS) building. Supporting facilities include; high/low loading ramp, wash platform, 1,115 square yards of military equipment parking (MEP), privately owned vehicle (POV) parking, paving, fencing, general site improvements, and extension of utilities to serve the project. The buildings will be permanent construction with reinforced concrete foundations, concrete floor slabs, standing seam metal roof, heating ventilation and air conditioning (HVAC), plumbing, electrical system and communication system, mechanical system, and security system. The estimated period of performance is 490 days. The estimated target ceiling for this project excluding contingencies and supervision and administration, is $4,527,000.00. It has been determined that competition will be limited to 8(a) firms located within the geographical area of Region VI, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. This is a Best Value solicitation and the basis for award is the tradeoff process. Proposals will be evaluated by the Government in accordance with the following criteria: Technical Approach, Experience, Safety, Management, Price and Pro Forma information. Betterments and innovations may also be evaluated. The estimated issue date is 22 July 2011, with an approximate proposal due date of 26 August 2011. A pre-proposal meeting is scheduled near Rio Grande City on 02 August 2011. This project is available by downloading from the Internet only.
