- SOLICITATION PACKAGE INCLUDING ATTACHMENTS LCOSI11R0054 COMBINED SYNOPSIS/SOLICITATION WEB HARVETSING SERVICES (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for proposal (RFP). Submit written quotes on RFP Number LCOSI11R0054. (III) It is intended that the resulting award will be for a base period plus(+) four (1) year option periods. (IV) This solicitation is being issued with no set-aside. The associated NAICS code is 519120. (V) This combined solicitation/synopsis is for purchase of the following commercial items: Web Harvesting Services (VI) Description of requirements is as follows: Per specs in attached Solicitation Document Statement of Work (SOW) (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (2005-52), applies to this acquisition. (VIII) Only Offerors that meet the minimum requirements will be considered. The minimum requirements are the following: 1) Demonstrated experience with harvesting batches of 1000 to 2000 URLS in a single crawl 2) Demonstrated experience with the setup and use of the Heritrix web crawling engine. 3) Demonstrated experience with indexing files for display in the Wayback Machine software 4) Demonstrated management of a technical environment to store, manage, transfer and host access for up to 50 TBs of data accumulated annually. (IX) FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (2005-52), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (X) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (2005-52), applies to this acquisition. (XI) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (2005-52) applies to this acquisition. The following clauses under subparagraph (b) apply. (XII) Submissions are required to be received in the contracting office no later than 9:00 A.M. EST on 08/03/2011. All quotes must be faxed or emailed to the attention of Berel Dorfman. The fax number is 202-707-8611 and email address is bdor@loc.gov. Email is the preferred method of submission. (XIII) Any questions regarding this solicitation should be directed to Berel Dorfman, bdor@loc.gov. The deadline for questions is 5:00 PM on July 20, 2011. Questions and answers will all be posted as an attachment to this site no later than July 27, 2011.
