- Facilities Access Form QASP Solicitation The U.S. Department of Justice, Drug Enforcement Administration (DEA) intends to issue a Firm-Fixed Price contract for landscape/grounds keeping services for the Aviation Division in Fort Worth, TX. This Request for Proposal (RFP) is being issued as a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This RFP does not commit the government to pay any cost incurred in the submission of a proposal or to award a contract for these services. It is also noted that the Contracting Officer is the only individual who may legally commit the Government to the expenditure of public funds in connection with this procurement. RFP number: DJD-11-R-0029 is issued as a total small business set-aside. The applicable NAICS code is 561730 -Landscape Services, Size Standard $6.5 million. The Offeror will be evaluated based on: •1. TECHNICAL CAPABILITES- Offeror's ability to define solutions to facilitate the successful performance of the requirements described in the PWS. •A. Quality Control Plan •B. Safety Plan •C. Fertilization Plan •D. Weed Control Plan •E. Insect & Disease Control Plan •2. CORPORATE CAPABILITIES- Offeror's overall corporate strategy and solutions for contract management, including compliance with the PWS. •A. Management • B. Labor •C. Materials & Supplies • D. Equipment •3. PAST PERFORMANCE •4. PRICE. This RFP document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular FAC 2005-52 issued 05/31 / 2011. This announcement constitutes the only RFP; proposals are being requested. This acquisition incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The full text of a clause may be accessed electronically at https://www.acquisition.gov. Federal Acquisition Regulation (FAR) clauses incorporated into the RFP are: 52.212-1 Instructions to Offerors - Commercial Items (Jun 2008), 52.212-2 Evaluation - Commercial Items (Jan 1999), 52.212-3 Offeror Representations and Certifications - Commercial Items (May 2011), 52.212-4 Contract Terms and Conditions - Commercial Items (June 2010), and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2011). The Government anticipates award of a single firm fixed price contract. All questions regarding this RFP shall be submitted in writing via email to Contract Specialist Eric VanderVeen at eric.vanderveen@usdoj.gov by July 21, 2011 at 8:00 am EST. If necessary, an amendment with answers to questions will be issued to the offeror by July 28, 2011. The proposal must be received by August 11, 2011, at 8:00 am EST. The proposals shall be submitted via mail or email. (See RFP for additional information). A Site Survey is scheduled for 11: 00AM, July 14, 2011 at 2300 Horizon Drive, Ft. Worth TX 76177. A facilities access form must be submitted to Carl Dreessen @ carl.f.dreessen@usdoj.gov no later than July 11, 2011 4:00pm CST.
