Description
AMENDMENT 0001 - Capabilities package submitted by Contractors in response to this Sources Sought Notice are limited to no more than ten (10) pages in length. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THIS NOTICE IS FURTHER CLARIFICATION OF REQUIREMENTS FOR THE PREVIOUSLY POSTED SOURCES SOUGHT NOTICE. The US Army Corps of Engineers is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and the information available to the government from other sources. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research to ascertain if there are businesses which have the capability to construct an addition to the existing Buckner Physical Fitness Facility, Fort Richardson, Alaska to include: a new indoor swimming pool adjacent to the existing fitness facility including as a minimum, two 25 meter lap swim lanes, open swim area, a diving area, a zero depth entry area, a moving water simulator, a wading area, and a water slide. Additionally, other public and support areas, including showers, restrooms and changing areas, basketball court, volleyball court, free weight and exercise area are included. Primary exterior facilities will also include a baseball field, softball fields and a multi-purpose field. Supporting facilities include all site utilities and connections, exterior lighting, paving, parking, walks, curbs and gutters and information systems. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Access for individuals with disabilities will be provided. The construction period is estimated to be approximately 820 days with a notice to proceed anticipated in February 2012. The applicable North American Industry Classification System (NAICS) code is 236220, Building and Institutional Construction, and the related small business size standard is $33.5 million. The estimated dollar magnitude of this project is anticipated to be $20- $25 Million. THIS IS A SOURCES SOUGHT FOR ALL BUSINESSES. All interested businesses are encouraged to respond to this announcement no later than July 27, 2011, 2:00 PM AST, by submitting all requested documentation listed below to: US Army Corps of Engineers, Alaska District, ATTN: CEPOA-CT-C/M (Tripp), PO Box 6898, JBER, AK 99506-0898 or via email to Kimberly.Tripp@usace.army.mil. Interested businesses should submit a capabilities package demonstrating their ability to perform work listed above, specifically pools and other natatorium features. Businesses that have previously submitted a capabilities package need not submit a full package; an email providing additional information to the Contract Specialist will suffice. Packages should include the following information: (1) Business name, address and small business type; (2) a positive statement of your intention to submit an offer for this requirement as a prime contractor; (3) demonstration of the firm's experience within the past five years by listing the actual construction projects completed (provide the following: a brief description of the work performed to include project title, dollar amount and which functional areas were self-performed and a customer contact name and phone number for a customer knowledgeable of the work completed); (4) attachments cataloging the firm's assets, personnel resources and financial resources that demonstrate the firm's responsibility and capability to perform the required work; and (5) information on any anticipated teaming. Responsible sources having relevant experience and the capabilities to perform the work will be considered. Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
