- This announcement is to provide notice that a sole source, Firm Fixed Price Purchase Order is anticipated, under the authority of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. The impending procurement is for the annual testing and evaluation of the stability of the Investigational New Drug (IND) Pentavalent Botulinum Toxoid (PBT) vaccine for FY11 for the remaining one lot of this product. Emergent BioSolutions produced the product to be tested and has been the sole provider of this testing service. While this is not a request for proposals, responsible parties purporting to the have the necessary qualifications with the ability to provide this service must submit official documentation to this fact within 10 days of this notice to the POC, Sandra O'Connell, Contracting Officer, by mail at 64 Thomas Johnson Drive, Frederick, MD 21702 or email: sandra.oconnell@us.army. mil or by fax to 301-619-5069. Any potential respondent must be able to adhere to and demonstrate cGLP standards in order to conduct stability testing. Any questions must be in writing and addressed to the above POC.
