Description
The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a delivery order under Basic Ordering Agreement N00019-11-G-0003 to Bell Helicopter Textron, Inc. (BHTI) to incorporate corrective action to change the current Remote Circuit Breaker (RCCB) to support the AIM-9 inverter in support of the United States Marine Corps H-1 Program. This procurement is a result of the RCCB not being the correct size for wire used. This procurement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that BHTI is the sole designer, developer, and manufacturer of the H-1 aircraft. BHTI is the only known company with the knowledge, data, and capability to manufacture these systems. This notice is for informational purposes only. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
