Description
The general scope of this project is to conduct research assessing the impact of new designs on human performance. The NRC Office of Nuclear Regulatory Research has purchased two copies of a digital nuclear control room simulator to conduct this research; one copy will be housed at NRC headquarters. The NRC intends to contract with an organization to host the second copy of the simulator and it is expected that the NRC and its partner will work as a team to design and conduct human-in-the-loop experiments. The contractor's site shall use the NRC-provided simulator and its own existing experimental infrastructure (e.g. personnel, equipment, facilities) to implement the experiments. This research is expected to produce nuclear specific human performance data that evaluates the impact that new designs, technologies, and concepts of operations have on human performance. This requirement will result in one single contract award for an Indefinite Delivery Indefinite Quantity (IDIQ), task ordering contract that will be a cost reimbursement type contract. The performance of period will be from day of award (estimated September 2011) through three years, with two 1-year optional periods with a total of five years in duration. The Request for Proposal (RFP) will be available on or about July 15, 2010 and the closing date for proposals will be 30 days from the date the full solicitation gets posted. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this acquisition is set forth under NAICS code 541712. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals. All businesses, large and small, interested in teaming arrangements, should send their business information (i.e., organization name, address, size of business, contact name and phone number) to the NRC Contract Specialist listed at the end of this notice. The NRC will post this information in a Teaming Opportunities list with the solicitation. In order to allow the Contract Specialist time to finalize the list and post it at the same time the solicitation is posted, all business information shall be received no later than July 8, 2011 by 5:00 p.m. All parties are advised that this list is not representative of all sources that may have an interest in the solicitation, which is available on the FedBizOpps website. (OR) The FedBizOpps system includes the capability to join and view a published list of vendors interested in this solicitation. This is useful for vendors who are interested in teaming on procurement opportunities. To be eligible for award, interested parties MUST be registered with the Central Contractor Registry at www.ccr.gov
