- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-11-T-0193 http://www.fbo.gov/ is hereby issued as an attachment hereto. The government requirement is to purchase 10 each Boresight Kits, Graflex.50 Cal Sight Alignment Tool Kit or Equivalent; See Brand Name or Equal Specifications. BRAND NAME OR EQUAL SPECIFICATIONS - M2HB Machine Gun Bore Sight Alignment Kits (Graflex P/N 2-1000 or equivalent). - The.50 caliber M2HB Machine Gun Bore Sight Kit or Equivalent shall include four components all contained in a light weight plastic carrying case. - The kit shall include a.50 caliber sight alignment tool that is a 12X telescope that provides a field adjustable reticule and offers collimation accuracy to at least.05 MILS at 1000 yards. The sight alignment tool should be able to survive in all kinds of maritime environments by being constructed of a sealed and watertight housing. (GRAFLEX P/N 2-1000 or Equivalent). - The kit shall include an extension adapter for the alignment tool that will permit it to be inserted into a.50 caliber machine gun that may have the normal flash arrestor installed. This adapter will facilitate the installation of the alignment tool a minimum of 9 inches from the end of the barrel of the weapon when installed. (GRAFLEX P/N 1-1006L or Equivalent) - The kit shall be furnished with a warning flag tied to a lanyard. The warning flag will be red in color with white lettering, with the word ¨WARNING ¨ stamped on both sides of the flag. (GRAFLEX P/N 1-1004 or Equivalent) - A drift key shall be provided to aid in separating the alignment tool from the adapter. The warning flag may be tied to this drift key. (GRAFLEX P/N 1-1005 or Equivalent) - The carrying case shall be large enough to hold all four pieces, and have a cut-out foam insert inside whereby all four pieces can be secured. The carrying case will provide a handle to allow for easy carrying, and be able to secure the lid to the base by means of at least one latching device. (GRAFLEX P/N 2-1003 or Equivalent) THIS RFQ is 100% SET-ASIDE FOR SMALL BUSINESS 52.211-6 BRAND NAME OR EQUAL (AUG 1999) (a) If an item in this solicitation is identified as œbrand name or equal, the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that œequal products must meet are specified in the solicitation. (b) To be considered for award, offers of œequal products, including œequal products of the brand name manufacturer, must-- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by-- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate œequal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an œequal product, the offeror shall provide the brand name product referenced in the solicitation. Proposing On: Manufacturer ™s Name: Model: Options: P/N: Selection for award will be based on the following factors in descending order of importance: EVALUATION FACTORS Technical Capability Past Performance Price Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
