Description
Background The Military Sealift Command (MSC) provides sealift for strategic mobility support of national objectives. Specifically, MSC prepares for and provides strategic sealift during mobilization; provides transportation of cargo and petroleum, oil and lubricants; and operates afloat prepositioning, fleet support and special mission ships. MSC discharges its mission through the employment of sealift forces consisting of government and commercial ships. MSC is organized around four key programs representing the Command's primary business operations: Naval Fleet Auxiliary Force; Special Missions; Prepositioning; and Sealift. To maintain a high degree of mission capability of the many and varied services provided, MSC regularly participates in and supports field and command post exercises and training of a wide spectrum of customers. MSC has an ongoing commitment to provide exercise support to national level exercises sponsored by the Chairman of the Joint Chiefs of Staff (CJCS), theatre exercises sponsored by the United States Transportation Command and other war-fighting Combatant Commanders upon request. The Directorate of Operations (N3) is the focal point and maintains oversight for the command's exercise and functional training program. Day-to-day operations, exercises, and recurring training results provide core background and substance to ongoing readiness assessments accomplished by N3. Additionally, the N3 must be able to maintain the appropriate software tools, planning expertise, and supporting documentation to provide current visibility and management of the command's total exercise, training, and readiness commitments. Scope This order provides for on-site technical support (and any associated contract management/administration) in the management of exercises, training, and readiness. Deliverables/Delivery Schedule The Contractor will ensure all deliverables, as directed by the COR, meet MSC requirements and comply with applicable standards, guidelines, and procedures. All deliverables will be tracked and reviewed as they move from one phase to the next, and problems will be identified and resolved. The Contractor shall participate in any management, technical, or formal reviews associated with these deliverables. Deliverables Exercise Life Cycle (ELC) Management Exercise Directive or Letter of Instruction MSEL/Implementer Packages Data Collection Management Plan After Action Reports Document Lessons Learned Joint Training Plan Document Revisions to Joint Training Plan Maintain Joint Training Information Management System Data Base Provide Training Proficiency Assessments (TPAs) Exercise Support Systems and Programs Studies and Analysis Maintain a Summary of Projected Exercises Monthly Status Reports Distribution is to the Contracting Officer's Representative (COR) and others as designated by the COR. Period of Performance Base period of 6-months and two, 6-month options. Order Type A firm fixed price Order with reimbursable travel will be issued resultant of this RFQ. Award will be made to thequoter with satisfactory past performance who submits the low price, technically acceptable quote received in response to the RFQ.
