Description
The Department of Veterans Affairs (VA) Office of Construction and Facilities Management has set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) Solicitation Number RFP VA-101-11-RP-0144 for construction services at the Indiantown Gap National Cemetery in Annville, Pennsylvania. The SDVOSB must be a General Construction company with an approved NAICS Code 237990, Size Standard $33.5 million and with bonding capacity. The SDVOSB contractor shall provide all labor, tools, equipment, materials, and supervision to complete all work including, but not limited to, general construction, general alterations, general demolition, clearing and grubbing, erosion controls, roads, paving, walks, site preparation, grading, drainage and storm sewer work, earthwork, landscaping, irrigation, site furnishings, fencing, signage, demolition and certain other items. This project will provide approximately 7,300 double-depth pre-placed concrete lawn crypts, 5,500 columbarium niches, 110 memorial wall memorials, construction of a new committal shelter and a new Honor Guard building, and new site furnishings in newly developed sections. The project will develop approximately 20 acres to include access roads and parking in newly developed sections; roadways, parking, and walkways will be improved throughout the existing cemetery. Improvements to the existing cemetery will also include drainage improvements to correct existing groundwater issues at selected burial sections; landscaping, grading, and drainage; new irrigation system and new well for irrigation; main entrance area wall and signage improvements; replacement of one existing committal shelter; access improvements to existing scattering garden; widening of vehicle thoroughfares; relocation of existing cortege staging lanes and provision of short-term parking at existing Administration Building and Public Information Center; entrance improvements at existing Administration Building; and Global Positioning System (GPS) site integration. The estimated cost range for this project is between $10,000,000 and $20,000,000. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 million. The Construction duration will be 730 calendar days. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about July 15, 2011. By registering at FedBizOpps (http://www.fedbizopps.gov), the Offerors will have access to downloading plans, specifications, and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in CCR and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held on August 9, 2011, at 10:00 AM Eastern time at the Indiantown Gap National Cemetery, RR #2, Box 484, Annville, PA 17003-9618. For GPS purpose, nearest address is 54 Indiantown Gap Road, Annville, PA 17003. A site visit will be conducted immediately following the pre-proposal conference. The Offerors shall submit questions to the Contracting Officer no later than August 15, 2011, at 4:30 PM Eastern time. The Government will respond to all questions not later than August 23, 2011, via amendment. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the lowest price technically acceptable method. Offerors are advised award may be made without discussion. Proposals are due to the Contracting Officer by 2:00 PM EST on August 30, 2011.
