Description
NASA/JSC has a requirement for 96 hours of high energy ion beam time testing.NASA/JSC intends to purchase the items from Texas A&M University. Radiation testing of electronic components is required using heavy ion radiation. Thetesting is necessary to verify the operation of Metal-Oxide Semiconductor Field-EffectTransistor (MOSFET) components. Testing is required to determine the usability for thelunar environment. The heavy ion beams at the Texas A&M cyclotron provide sufficientpenetration depth into the MOSFET device to ensure the proper radiation characterizationresults. Proper characterization of MOSFET devices is critical to the success of theOrion program. Texas A&M is the only known facility that can provide high energy heavyion beam testing and provide the required beam access. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon July 13, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
