Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-52 dated 5/31/2011. The Export-Import Bank of the United States proposes to purchase informational service from Bureau Van Dijk, 55 Broad Street, New York, NY 10005, for access to two sources: Bankscope and Economist Intelligence Unit (EIU) Country Data. The award will be for a base year valued at approximately $99,578.00, plus four consecutive twelve month options. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Export-Import (Ex-Im) Bank of the United States' Research Library has a requirement to purchase access to Bankscope, a database containing information on over 25,000 global public and private banks. Bankscope is exclusively published by Bureau Van Dijk. Bankscope provides a custom service in which they will update the financial statements of any bank in their database, upon request. The EIU Country Data requirement is a database of economic indicators and forecasts, covering 317 series for 150 countries, as well as 45 regional aggregates, running from 1980 and forecasting out five (5) years. EIU Country Data offers critical macroeconomic and country analysis. EIU Country Data is published in association with Economist Intelligence Unit. Although the data compilation is by EIU and some of the data is published via this company's print and online products, Bureau Van Dijk publishes the data in a unique format and organization exclusively available from them. The two sources, Bankscope and EIU Country Data, provide financial data essential to the Bank's ability to make critical financial and investment decisions in its dealings with sovereigns, banks, and companies. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (May 2011)); 52.212-4 (Contract Terms and Conditions-Commercial Items (June 2010)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2011)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2000)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services. Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Provide access to Bankscope and EIU Country Data • Provide unlimited, bankwide access to download up to 500 banks per month. • Provide on-site training, helpdesk analysis software and excel add-in. • Past performance. Technical and past performance, when combined are significantly more important than price. All responsible sources are invited to submit a proposal or quotation.
