Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-52 dated 5/31/2011. The Export-Import Bank of the United States (Ex-Im Bank) intends a sole source award for current event analysis and economic and financial reporting on emerging markets from Economist Intelligence Unit's (EIU) Viewswire and RiskBriefing databases. The award will be for a base year valued at approximately $54,191.00, plus four consecutive twelve month options. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Ex-Im Bank of the United States' Research Library has a requirement to purchase current original comment and opinions, realistic forecasts and projects, and reliable statistics on emerging markets from EIU's Viewswire and RiskBriefing databases. The Viewswire database contains briefing reports, approx. 250 per day, covering 203 countries, including original analysis on economic, financial, political, and legal aspects of macroeconomic conditions, trends, risks, and prospects covering countries, major companies and industries, legislative issues, trade, banking, and political risk. Risk Briefing combines economic and financial risk assessment with coverage of security, the regulatory and tax environments and the impact of infrastructural inadequacies on investment and local operations. The EIU databases are important for the Bank because of the broad scope of country coverage, emphasis on emerging markets, global business, and international financial markets. They provide crucial financial data without which the Bank would not be able to make critical financial and investment decisions in its dealings with sovereigns, banks, and companies. Other sources of country reports used by Ex-Im Bank include Business Monitor International (BMI) and Internet Securities Inc. (ISI) ISI Emerging Markets. EIU is different from ISI because ISI is an aggregator of other research firms' content, whereas EIU produces all original content. BMI is different from EIU because, while it also produces original content, the type of reports that it produces are very different from EIU's. BMI's report tends to be long monthly or quarterly analyses, while EIU produces analyses as events occur. The EIU provides concise, original analysis on economic, financial, political, and legal aspects of macroeconomic conditions, trends, risks, and prospects. No other subscription that provides this broad scope of country coverage, emphasis on emerging markets, global business, and international financial markets that Ex-Im Bank requires. It is often the only source for both data and comment on obscure countries or situations. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (May 2011)); 52.212-4 (Contract Terms and Conditions-Commercial Items (June 2010)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2011)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2000)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services. Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Provide all original content emerging markets and hundreds of countries with analysis on economic, financial, political, and legal aspects of macroeconomic conditions, trends, risks, and prospects covering countries, major companies and industries, legislative issues, trade, banking, and political risk. • Provide briefing analysis reports as events occur. • Provide individual opinions of each country's soundness. • Within the databases, provides automated translation of non-English documents. • Past performance. Technical and past performance, when combined are significantly more important than price.
