Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. COMBINED SYNOPSIS/SOLICITATION NOTICE: This is a combined synopsis/solicitation for commercial items with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation also uses the simplified acquisition procedures contained in Part 13. Date: June 30, 2011 Contracting Office Address: USPFO for Arizona, 5645 E. McDowell Road, Phoenix, AZ 85008-3423 Subject: FM-NHF-UHF Radio for the Western Army Aviation Training Site (WAATS). Proposed Solicitation Number: W912L2-11-T-0026 Opening and Closing Response Date: a. Open - June 30, 2011 b. Close - July 15, 2011 Provide a long range Base Station Radio that will be positioned in a modular building. For communication between aircraft and ground personnel during helicopter gunnery operations; to report maintenance malfunctions, precautionary landings, or any other mission essential information that needs to be communicated between aircraft and ground personnel. A radio system was installed at the location prior and was damaged due to severe weather. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-52. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. Quote shall be labeled with the solicitation number. Award will be based on Lowest Price Technically Acceptable. Vendors shall submit a quote to provide and deliver the following equipment described below, for a quantity of one. All quotes should be marked valid through 3:00pm EST of AUG 15, 2011. Quotes will be evaluated based solely on FAR 12.602(b). If a quote fails to meet any of the instructions in this solicitation then it will be set aside and not considered. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Each of the additional FAR clauses cited in the clause are applicable to this acquisition:52.222-3, Convict Labor,52.222-21, Prohibition of Segregated Facilities,52.222-26, Equal Opportunity,52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans,52.222-36, Affirmative Action for Workers with Disabilities, 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. The clause at 252.232-7003, Electronic Submission of Payment Requests, applies to this acquisition. Place of Contract Performance: Western Army Aviation Training Site Silverbell Army Heliport L4500 Marana, AZ 85653-9598 SPECIFICATIONS: a. Required radio frequencies that the Base Station would need to transmit and receive on are the following; FM 41.50Mhz, VHF 123.050Mhz through 143.050 MHz, UHF 245.100 MHz through 379.400 MHz. b. Capable of receiving power from 120 volt AC 60 cycle wall outlet. c. Needs to have a multiband antenna assembly with a minimum of a 50 mile range, free standing with a tripod mounting kit and be able to be mounted to a building exterior. d. Requires speaker with audio cable 9ft, speaker DC power cable 9ft and microphone assemble for operator. e. Speaker to be mounted on the exterior of building. f. Vendor must be able to provide telephonic or in person product support on operation and repair if needed. g. Frequency Range 30-512 MHz h. Tuning Resolution 10 Hz i. Transmitter out Power 250mW to 5 W 4 Watt max 762-870 MHz. j. Transmitter Harmonic Suppression -50dBc k. Transmitter Frequency Stability +/-2.5ppm l. Receiver FM Deviation 5,6,5 and 8 KHz m. Receiver Adjacent Channel Rejection greater than -40 dB n. Environmental Temperature limits ; Radio -31C to +60C o. Immersion; 2 meters All miscellaneous hardware/software, wiring, electrical materials, mounting/tripod equipment, owner's manuals, needed for successful operation, will be provided by the vendor and accounted for in the quotation. Vendor shall contact the Installation POC to arraign for schedule of delivery. The POC must be notified 48 hours prior to delivery, Monday thru Friday, 0700-1500. POC for Delivery/Notification is SFC Smith: 520-750-5564. The Vendor shall have the requirements listed above delivered no later than 30 days from receipt of order. All costs associated with the delivery of the requirements will be incurred by the Vendor/FOB Destination. Offers are due to USPFO for Arizona, 5645 E. McDowell Road, Phoenix, AZ 85008-3423.
