Description
The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing a Microwave Vector Network Analyzer to perform measurements of 2-port scattering parameters over the continuous frequency range 70 kHz - 70 GHz, upgradeable to 110 GHz. This instrument will be used to characterize a wide range of microwave components, including on-wafer calibration standards and devices. A single instrument is required to obtain consistent scattering parameter measurements over the continuous frequency range listed above. After results of this market research are obtained and analyzed and specifications are developed for a Microwave Vector Network Analyzer that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST has a need for a Microwave Vector Network Analyzer that would meet or exceed the following requirements: Principle Instrument Specifications: • Microwave Vector Network Analyzer; • Frequency range: 70 kHz - 70 GHz; • Frequency Resolution: 1 Hz over entire frequency range; • System Dynamic Range: > 99 dB over entire frequency range; • Noise floor: <-104 dB over entire frequency range; • Power Range: -85 dBm (min) to -10 dBm (max) over entire frequency range; • Power Resolution: 0.01 dBm over entire frequency range; • Measurement Stability < 0.04 dB/degreeC magnitude, < 0.8 degrees/degreeC phase over entire frequency range; • Measurement time (2port calibration, 401 points, 70GHz span, per sweep): 420 ms; • GPIB, LAN, and USB interfaces; • 4 sampler measurements; measurement parameters include S11, S12, S21, S22, and any combination of a1,b1,a2,b2 and ; • Sweep types: linear, CW and segmented; • Power sweep types: linear, log, constant power, constant power slope • Data points: up to 25,001 • IF bandwidth: 1 Hz (min) to 1MHz (max); • 16 channels; • Corrections: 2 port, 1port, Transmission frequency response, reflection transmission response; Required options: • 70 kHz low-frequency extension that extends VNA frequency range down to 70 kHz. • Active measurement capability, including dc bias tees, step attenuators and 3 access loops per port; • Receiver offset option, to allow for frequency translated measurements and control of up to 4 external sources; • Upgrade to broadband vector network analyzer covering the frequency range 70 kHz to 110 GHz continuously; NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies that manufacture such Microwave Vector Network Analyzers are requested to email a detailed report describing their abilities to todd.hill@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to todd.hill@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
