- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as Request for Quote (RFQ) No. P11PS11812. The FAR clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-46. FAR clauses and provisions are available through Internet access at https://www.acquisition.gov/FAR/. The North American Industry Classification System (NAICS) code is 562111. The small business size standard is gross annual sales less than 12.5 million. A firm fixed price contract will be awarded for these Commercial Items. CURECANTI NATIONAL RECREATION AREA / BLACK CANYON OF THE GUNNISON NATIONAL PARK 1. SCOPE OF WORK The purpose of this contract is to provide equipment and services for a comprehensive, all inclusive, annual recycling program for Curecanti National Recreation Area and the Black Canyon of the Gunnison National Park. The Contractor shall furnish all necessary equipment and transportation, and a monthly and yearly cost estimate to include delivery costs and hauling fees, as well as an annual Sustainability Report for each Park for every item recycled. 2. LOCATION AND DESCRIPTION OF THE INSTALLATION Curecanti National Recreation Area, 102 Elk Creek, Gunnison CO 81230 is located 16 miles due West of Gunnison, CO on Hwy 50. The access inside the park is paved to the staging site within the gravel heavy equipment storage compound. There is more than adequate space for loading and unloading of the roll offs. Black Canyon of the Gunnison National Park, 10346 Highway 347, Montrose, CO 81401 is located 6 miles due east of Montrose, CO on Hwy 347. The access inside the park is paved to the staging site within the gravel maintenance area. There is more than adequate space for loading and unloading of the roll offs. 3. CONTRACTOR PROVIDED EQUIPMENT a. Black Canyon of the Gunnison National Park *1ea. 30 yard bath tub roll off (dumpster style), gable top collection unit with top hinged dividers for commingled recycle collection (plastics #1 - 7, glass, aluminum, tin) with a divider separating mixed paper (newspapers, catalogues, and phonebooks) all together in one container with delivery and instructions. *1 ea. 30 yard bath tub roll off (dumpster style), gable top collection unit with top hinged dividers for cardboard and pressboard collection all together in one container with delivery and instructions. *Exact NPS locations of units will be provided upon award of contract. *12ea. green/blue, open top 18 gallon (16 inches x 24 inches x 14 inches) recycle containers, with labels, for internal office collection. *1ea. 3.5 gallon bucket with lid for battery/ballast recycling. *1ea. vapor lock disposal box for 4 foot T-8 lamps, with program instructions and reporting options. *Custom decals for units with mutually approved NPS and Vendor logos and slogans. b. GOVERNMENT PROVIDED MATERIAL a. Curecanti National Recreation Area The National Park Service shall provide the necessary 240 volt, single phase electrical service specified with electrical hook up and the concrete slab support for the cardboard compactor/base unit, to the specification of the manufacturer and the recommendation of the Contractor, with the approval of the site location and Facility Manager. 5. COLLECTION (HAULING) AND FEE SCHEDULE a. Black canyon of the Gunnison National Park *1ea. 30 yard bath tub roll off (dumpster style), gable top collection unit with top hinged dividers for commingled recycle collection (plastics #1 - 7, glass, aluminum, tin) with a divider separating mixed paper (newspapers, catalogues, and phonebooks) all together in one container: delivery, monthly rental and 2 hauls per year. * 1 ea. 30 yard bath tub roll off (dumpster style), gable top collection unit with top hinged dividers for cardboard and pressboard collection all together in one container: delivery, monthly rental and two hauls per year. *Because of the seasonal nature of the Black Canyon of the Gunnison National Park, the two hauls per year will probably be during the spring and summer season, the Facility Manager will notify the Contractor within seven days prior to the need for a pick up. b. Curecanti National Recreation Area *1ea. 30 yard (dumpster style) self contained 240 volt, single phase electric/hydraulic cardboard compactor with base unit for cardboard and pressboard: set up, delivery, rental and 2 hauls per year. *1ea. 30 yard bath tub roll off (dumpster style), gable top unit, for commingled recyclables/paper: delivery, rental and 2 hauls per year. *Because of the seasonal nature of Curecanti National Recreation Area, the two hauls per year will probably be during the spring and summer season, the Facility Manager will notify the Contractor within seven days prior to the need for a pick up. 6. TRAINING The Contractor accepts as part of National Park Service's new service at Black Canyon of the Gunnison National Park and Curecanti National Recreation Area, initial training in the hookup of the cardboard compactor and use of this equipment. This will be provided upon delivery of the equipment, with scheduled annual training at both Parks, prior to the Park's opening at the beginning of the visitor season. The training will include the use of all equipment and the process of recycling. The Contractor's staff will insure that the National Park Service has provided the proper hook up and connected the electric/hydraulic cardboard compactor correctly. 7. HOURS OF OPERATION All hauling and the moving of equipment shall be done between the hours of 6:00 am and 4:30 pm Monday through Friday, in a safe and professional manner. 8. PERIOD OF PERFORMANCE 1 August 2011 thru 31 July 2012. 9. CIRCUMSTANCES TO BE REPORTED The Contractor will report to the Facility Manager any circumstances of needed repairs or unusual soiling of an area which may create unhealthy or hazardous conditions. The Contractor will report to the Facility Manager, police, and/or fire department any instances of fire, accidents, vandalism, or suspicious persons. *** Contractors are required to be registered in the Central Contract Registration (CCR) government system prior to award to be eligible for government contract - the link can be found at http://www.ccr.gov.
