- Classification B =BF Special StudiesSubject: NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT FOR SERVICES (D-FLOW FM, previously known as UNSTRUC) MODELING OF THE OPEN WATERS AND NARROW CHANNELS OF THE SACRAMENTO-SAN JOAQUIN DELTA, CA FOR THE CASCaDE II PROJECT. The U.S. Geological Survey intends to award a noncompetitive procurement to the United Nations Education, Scientific and Cultural Organization =BF International Institute for Hydraulic and Environmental Engineering (UNESCO-IHE) dba Stichting-IHE Delft in Delft, The Netherlands, for nonpersonal services for the D-FLOW FM modeling of the Sacramento-San Joaquin Delta in California. Stichting-IHE Delft is the only known source capable of development and application of long-term modeling efforts using the process-based model, formerly known as UNSTRUC. This action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The majority of the work will occur in The Netherlands. The requirement consists of one base year plus two option years. This notice of intent is not a request for competitive proposals, but interested parties may identify their interest and capability to respond to this requirement to the Contracting Officer by email only no later than the respond date shown in this announcement (jstevenson@usgs.gov).
