- Title: Energy and Water Audit for the South Texas Refuges Complex The U.S. Fish and Wildlife Service, Region 2, Division of Contracting and General Services plans to issue a Request for Proposal number (RFP) F11PS01045, the RFP will be posted on or about 06/30/2011. This work consists of performing a standard level II energy and water audit/evaluations at the Santa Anna NWR and the Laguna Atascosa NWR, which are approximately 30 mile apart in the Brownsville Texas area. This RFP will be advertised as a Total Small Business set-aside. We are seeking but, not limiting the procurement to certified Small Business contractors in the North American Industry Classification System (NAICS) code of 541690 - Other Scientific and Technical Consulting Services. When posted, all Statement of Work, Specifications and related documents will be available for download via the National Business Center (NBC) website http://ideasec.nbc.gov/j2ee/login.jsp, use the quick search box to access the solicitation by number. Postings will also be linked to the NBC via the Federal Business Opportunities website at www.fbo.gov. QUALIFICATIONS: All phases of the audits shall be performed by a Certified Energy Manager (CEM), or a Certified Energy Auditor (CEA) having broad experience in all types of energy efficiency projects such as building envelopes, lighting, heating ventilation and air conditioning (HVAC), energy and domestic water equipment and controls. Three years of relevant experience is preferred. Be advised; you must be registered in the Central Contractor Registration (CCR) to participate; offerors that are not registered will be rejected.
