Description
This synopsis is for informational purposes only. This procurement will be handled and awarded through the US Army Contracting Command (ACC-APG). ACC-APG intends to award an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, with Firm-Fixed-Price (FFP), Cost Plus Fixed Fee (CPFF), and Cost Plus Incentive Fee (CPIF) task orders for a period of five (5) years for the Warrior Enabling Broad Sensor (WEBS) services contract. This WEBS acquisition will provide sensor technology engineering, administrative and operations support and services for night vision and electronic sensors systems for the Communications-Electronics Research, Development and Engineering Center's (CERDEC's) Night Vision and Electronic Sensors Directorate (NVESD) and any successor organization that may evolve its elements at other locations, as well as customers developing intelligence and information warfare systems and working within the intelligence community. The support services to be acquired include sensor technology engineering, administrative and operations support, such as field technology assistance, test and evaluation, and engineering support and services for night vision and electronic sensors systems. The Government intends to target eight (8)awards for this acquisition. Awards will be made based on the best overall (i.e., best value) proposals that are determined to be the most beneficial to the Government. Specifications of performance, delivery and location will be provided on a Task Order basis. This acquisition is set aside for small business. The North American Industry Classification Systems code (NAICS) for this effort is 541712, which has a small business size standard of 500 employees. Any interested offerors shall submit their proposals electronically via the Army Single Face to Industry (ASFI) in the format set forth in Section L within the attached Request for Proposal (RFP). Proposals shall be submitted electronically via ASFI no later than 4:00 EST on Monday, August 15th, 2011. Offerors' proposal shall consist of four volumes. The Volumes are I -Technical, II Past Performance, III Price/Cost, and IV -Solicitation, Offer and Award Documents and Certifications/Representations. Files shall not contain classified data.
