Description
The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the following: The Armed Forces Health Surveillance Center (AFHSC) was established in February 2008 to unify several Department of Defense (DoD) health surveillance assets and develop additional capabilities in a single organization. AFHSC is charged to be the official DoD source for relevant, timely, actionable, and comprehensive health surveillance information in support of the U.S. Armed Forces and military-related populations. The primary goal of the Center is to promote, maintain, or enhance the health of these populations through comprehensive health surveillance. One specific function of the AFHSC is to operate and maintain the DoD Serum Repository. The Armed Forces Health Surveillance Center (AFHSC) requires support for the operation of the Department of Defense Serum Repository (DoDSR) located at 11800 Tech Road, Silver Spring, Maryland. The DoD Serum Repository, established in 1989, is the world's largest serum repository with over 52 million specimens on over 9 million individuals. Originally established for the purpose of storing remaining serum from routine HIV testing, its mission has expanded to include the archival of operational surveillance specimens from military personnel and military-affiliated personnel. The current repository, located at 11800 Tech Road, Silver Spring, MD is housed in 30,000 sq. ft. of government leased space and consists of 15 large (approximately 30ft. by 30ft.) walk-in freezers, maintained at a temperature of -30 C, and a small laboratory. Each freezer accommodates between 2.5 and 4.5 million specimens in precisely documented locations and its inventory expands by approximately 2.5 million specimens per year. These existing freezers are being upgraded to 11 very large freezers (approximately 70' x 38' x 12' in size) and will have a total capacity of over 100 million specimens. Future inventory growth is anticipated at the rate of up to 2.5 million specimens per year. The AFHSC is in the final stages of renovating the existing DoD Serum Repository. By the end of 2011, it is anticipated that the DoDSR will consist of office and processing space, a loading dock, 11 large walk-in freezers, 1 small receiving freezer, and a small laboratory. The laboratory is equipped with a two Tecan Freedom EVO automated liquid handling platforms, customized automated labeling equipment and two work hoods. The DoDSR picks up specimens principally from two laboratories: a contract laboratory (currently Centers for Disease Detection [CDD], San Antonio, Texas) and the Air Force testing laboratory (currently located at Wright-Patterson Air Force Base, Ohio). CDD submits approximately 2 million specimens to the repository each year. The Air Force testing laboratory submits approximately 500,000 specimens to the repository every year. Additional small shipments are received from laboratories supporting overseas hospitals and other locations worldwide. Currently, the DoDSR prepares aliquots of serum specimens for public health serosurveillance, operational and research studies, at the rate of one large study per month. This preparation involves retrieval, sorting, aliquotting, and shipping approximately 2,000 -3,000 specimens per study. The number of specimens prepared per large study can vary from 500 to up 20,000 specimens. The DoDSR also prepares aliquots of serum specimens for individual clinical purposes. The number of specimens prepared for clinical purposes is typically small. There is a requirement to staff the repository and laboratory with personnel to adequately support the operations of DoDSR. These operations include management support, laboratory support, inventory support, transportation support, timely storage and retrieval of specimens, quality control, and general office duties. There is a requirement to provide routine transportation of the specimens from various contract labs to the DoDSR located in Silver Spring, MD. These trips occur 7 - 8 times per year using a DoD owned freezer truck. The drivers function as inventory technicians while not transporting specimens. The contract will include a one-year base period with four one-year option periods. This requirement is being solicited on a small business set-aside basis. The standard classification NAICS code is 541990. All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, July 1, 2011 and will only be available until August 1, 2011. Specifications of the requirement are provided in solicitation: W81XWH-10-T-0430 Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at https://ccr.gov/ and may have completed its representations and certification found at https://orca.bpn.gov/. Questions shall be submitted not later than 1200 hours (Eastern Day Light Savings Time) on 15 July 2011. Only one set of questions shall be received from each offeror. Numerous emails from one offeror shall not be accepted. Telephone requests will not be honored and bidder lists will not be maintained.
