- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-07-D-4880. The Naval Surface Warfare Center, Crane Division, intends to modify the existing firm-fixed-price, supply-type contract N00164-07-D-4880, awarded to Knight s Armament Company, Titusville, FL on 22 DEC 2007 for the production and delivery of a quantity of MK 11 MOD2/M110 Carbine Upper Receiver with Flash Suppressor, stock assembly, and 16 barrel device for the maximum funding amount of $500,000. This contract action will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is the proprietary rights of Knight s Armaments systems and the duplicative costs to the Government to utilize another source to satisfy the Governments requirement.
