- This synopsis provides notice of the Government's award on a sole source basis to incumbent Booz Allen Hamilton, Inc. of 8283 Greensboro Drive, Mclean, Virginia 22102-4904 for 125,050 (One hundred twenty-five thousand fifty) hours of Engineering and Technical Services along with associated Travel and Materials under contract N00421-09-C-0016 for the continuance of technical and engineering services to support continued research, design, development, integration, installation, test and evaluation, fielding, analysis, maintenance, training and logistics support of Navy, Army, Air Force, Special operations Forces, Joint Services, Federal Agencies, Counterdrug and other agencies Communications-Electronics Advanced Technology (CEAT) systems while the follow-on contract is being completed. This acquisition covers an extended period of performance of approximately six months that will run from 7 May 2011 to 6 November 2011. This procurement is necessary as the current contract is scheduled to run out of ceiling 6 May 2011. Due to the ongoing nature of the projects currently being performed under contract N00421-09-C-0016 and the need to continue these services without a break in work, Booz Allen Hamilton Inc. is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. The incumbent contractor (Booz Allen Hamilton) currently has fully trained personnel and a fully developed management system in place for execution of the required work. Resolicitation for the six month period would have resulted in a break in service, and incurred excessive costs to the Government. A determination by the Government not to compete this procurement was solely within the discretion of the Government. Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." Booz Allen Hamilton, Inc. is the sole source capable of providing these efforts without creating the impact on the fielded systems, sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competitition, this was procured on a sole source basis.
