Description
The Space and Naval Warfare Systems Command (SPAWAR), Navy PortableRadios Program (PRP) Office, PMW-170, intends to negotiate, under theauthority of 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, a sole source contractmodification with Harris Corporation, RF Communications Division, 1880University Avenue, Rochester, NY 14610, under existing contract N00039-07-D-0001 for the procurement of legacy tactical portable radio variants and relatedancillary parts for handheld, manpack, vehicular, and base station radios thatfulfill Navy warfighters' High Frequency (HF), Very High Frequency (VHF)(tacticaland maritime), Ultra High Frequency (UHF), Line of Sight (LOS), and SatelliteCommunications (SATCOM) requirements. The modification will increase theceiling under the contract by $46.8M. There is no change to the Period ofPerformance. The PRP procures Commercial Off-The-Shelf (COTS) / Non-DevelopmentalItems (NDIs) in order to meet Navy requirements for command and controlradios in a ground and small craft tactical environment. These radios providesecure/non-secure voice and data communications across HF/VHF/UHFspectrums using Line of Sight and SATCOM waveforms, and are interoperablewith Joint and Coalition forces. Further, these radios provide United StatesNavy Enterprise Network (FORCEnet) connectivity for the elements of the NavyExpeditionary Force and Navy Special Warfare Force, as well as emergencycommunication devices for afloat units. While the Government is not soliciting proposals in response to this synopsis,itis the policy of the Government to foster competition. Any prospective offerormay provide information, which the Government will consider in its continuedreview of the requirement. A determination by the Government not to competethe modification to N00039-07-D-0001 based upon responses to this notice issolely within the discretion of the Government. The North American IndustryClassification System (NAICS) code for this requirement is 334220.
