Description
The U.S. Army Contracting Command (ACC) Warren, Detroit Arsenal, MI 48397-5000 intends to procure an estimated quantity of 929 each Load Handling Sytem Water Tankrack Systems (Hippo) via a five- year, Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity type contract, competitively. This procurement is a 100% set-aside to Small Businesses. We will award only one contract. The successful contractor will be responsible for the design and manufacture of Hippos that meet all technical performance requirements specified in Purchase Description ATPD 2319 Rev D, as well as all other contractual requirements. The Load Handling System Water Tankrank System (Hippo) is a 2,000-gallon, hard walled, stainless steel potable water tank, in a steel frame which must meet applicable International Organization for Standardization (ISO) standards for military and commercial transportation requirements. The Hippo is also required to be compatible with use of the Heavy Expanded Mobility Tactical Truck - Load Handling System (HEMTT-LHS) as the prime mover, as well as the Palletized Loading System (PLS) truck and PLS trailer. ATPD 2318 requires an integrated pump, engine, alternator, hose reel, heater, and fill stand capable of receiving, storing, and distributing potable water to the Army division and brigade areas and being transported by a C-130 aircraft. The Hippo shall also possess freeze prevention capability to allow for extended operation in ambient temperatures down to -25 degrees Fahrenheit. The entire system, with full water payload, shall weigh less than 26,000 pounds. The solicitation requirements include the design, manufacture and delivery of First Article Test (FAT) units for Government testing, Department of Army formatted training materials, technical manuals, provisioning data, FAT spare parts and tools support package, packaging data, and contractor test support of Government testing. Upon successful completion of FAT, the Government will order production units; to be delivered at a rate of approximately 10 per month for non-peak demands and 30 units per month for peak demands. FAT approval is required before production can proceed. The contractor will be asked to propose a price for the sale of the technical data package to the Government. However, the contractor may choose to not propose the sale of the TDP, without prejudicing their chance of being selected for contract award. This procurement will be a competitive, best value, trade-off process acquisition, in accordance with Part 15 of the Federal Acquisition Regulations. All responsible sources who are small businesses may submit a proposal which shall be considered by the agency. The Government will award one contract to the offeror that: a) represents the best value to the Government, b) submits a proposal that meets all the material requirements of this solicitation, and c) meets all the responsibility criteria in accordance with FAR 9.104. In addition to Hippo, ACC Warren intends to procure under a separate solicitation an estimated quantity of 1,913 Modular Fuel System Tankrack Modular (MFS-TRM) via a five-year, Fixed-Price, Indefinite Delivery Indefinite Quantity type contract, competitively. This procurement is also a 100% set-aside to Small Businesses. A synopsis for this procurement will post at a later date. The Government will assess risk in the area of Production Capability in both solicitations.
