Description
THIS IS A REQUEST FOR INFORMATION ONLY. This is a Sources Sought notice (SS). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are small business: HUBZone small businesses; service disabled, veteran-owned small business: 8(a) small business; veteran-owned small businesses; women-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industries Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS code for the project is 518210 - Data Processing, Hosting, and Related Services Background: The Chief Information Officer (CIO) at Office of Personnel Management (OPM) provides numerous Information Technology (IT) services including network operations and security, data center operations, applications and database software development, web development, and other support services throughout OPM. Program offices in OPM have a recurring need for a full range of IT support services that requires contractor staff support. OPM's CIO provides IT services for the Office of Personnel Management. CIO currently augments its' federal Information Technology staff with contractor support in order to provide IT services to OPM. Contractor support is instrumental in providing sustained services in the following areas: • Applications and database software development to support a host of systems ranging from investigative to retirement and insurance systems; • Network operations and security to include local and wide area network management, network engineering, IT project management, server management, IT security, personal computer hardware and software deployment and maintenance, personal computer troubleshooting and repair, and teleworking support; • Data Center support for OPM's data center that processes retirement, insurance and investigative workloads; • Internet and Intranet web site design, maintenance and operation for OPM.gov and Theo sites; • Disaster recovery and business continuity; • IT support services in a variety of areas including: Capital Planning and Portfolio Management, Enterprise Architecture, IT Program Management, and IT Cyber Security and Security Management. The contractor services provided must meet or exceed requirements as stated by Applications Systems, the Benefits Systems, the Data Center Group, Network Management, and the Chief Information Officer. Contractors will provide information technology services involving one or more of the following: • Full life cycle applications development and maintenance of various OPM lines of business, including: retirement, insurance, financial management, and investigation services among others; • Design and development of programs, databases and reports and modifications of these products; • Software application services including: analysis, design, programming, testing, software process engineering, quality assurance and documentation activities; • Network operations and security including local and wide area network management, network engineering, IT project management, server management, IT security, personal computer hardware and software deployment and maintenance, personal computer troubleshooting and repair, and teleworking support; • Internet and Intranet web site design, maintenance and operation for OPM.gov and Theo sites; • Disaster recovery and business continuity; • IT support services in a variety of areas including: Capital Planning and Portfolio Management, Enterprise Architecture, IT Program Management, and IT Cyber Security and Security Management. • Support for OPM's information technology (IT) efforts in support of ongoing business process re-engineering projects. • IT security tasks such as risk assessments, business recovery planning, vulnerability assessments, threat identification, and security training. (Must have extensive knowledge of Federal laws and regulations regarding IT security.) • Systems software and engineering support for OPM's enterprise servers to include installation, maintenance, and troubleshooting services on the mainframe computers that support retirement and insurance, investigations, and other workload processing. Anticipated Period of Performance: The anticipated period of performance for this proposed acquisition will be for one base year and four one-year options. Capability Statement/Information Sought: Interested qualified business organizations should submit a tailored capability statement for this requirement, not to exceed 10 single-sided pages (including all attachments, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Statements should also include an indication of current certified business status; this indication should be clearly marked on the first page of your capability statement, as well as the eligible business concern's name, point of contact, address and DUNS number. Information Submission Instructions: All Capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to ITBPA@OPM.GOV, in MS Word, WordPerfect, or Adobe Portable Document Format (PDF), by July 7, 2011, 1:00 PM, EST. All responses must be received by the specified due date and time in order to be considered. Additional Information: There is no commitment by the Government to issue a solicitation, to make an award(s), or to be responsible for any monies expended by any interested parties in support of any effort in response to this RFI. Any information submitted in response to this RFI is a strictly voluntary. This RFI is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential offerors to monitor this site for the release of any follow-on information. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available and request for the will be disregarded.
