(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of identify potential firms. (End of Provision) Description: The intent of this Sources Sought Notice is to identify potential firms capable of designing, developing, implementing, and documenting a bi-directional, HL-7 interface between the Cardinal Health CareFusion system and the CliniComp International Essentris electronic medical record system. This effort includes documenting a bi-directional HL-7 interface template to be used between CliniComp International Essentris and Multiple Brands of Infusion Pumps. Southern Regional Contracting Office-East (SRCO-E), Fort Gordon, Georgia is seeking firms capable of performing a "design-build a database to database interface" using existing vendor supplied HL-7 descriptions and electronic transfer utilities. The NAICS Code is 334510. The proposed procurement will consider set-asides under the socio-economic requirements. Firms are requested to submit documentation of pertinent past performance, which will be the basis for the Government's decision to establish this requirement as a socio-economic set-aside acquisition. Interested firms must describe in detail their capability to provide the design detail, implementation, testing, and documentation of the integration such that additional integration of like units can be accomplished in the future by other Military Treatment Facilities. Electronic submissions may be provided to Ms. Keyser at joanne.keyser@us.army.mil Project Details: The CareFusion Alaris System is designed to run and monitor Infusion Pumps in a wireless enterprise environment. Data communicated to and from the device include infusion information, drug library updates, data analytics and track the activity of all smart pumps within the medical facility. This project is an effort to develop new bi-directional HL7 interface between Essentris, the facility Electronic Medical Record (EMR), and the CareFusion Alaris System. Electronic communication between the systems will reduce transcription and documentation errors, decrease documentation time, support quality data collection, and a record of pump alarm resets and clearing. Dwight D. Eisenhower Army Medical Center (DDEAMC) currently has 117 Alaris Infusion pumps (Model 8015, Alaris System Manager Version 9.1). The desired end result will consist of a bi-directional interface between the CareFusion Alaris System with EMR, Essentris. The interface would provide a means for the provider to associate the infusion pump with a patient and verify the patient by FMP+SSN through a pick list on the pump's graphical interface. Once the patient is associated with the pump, acknowledged orders for infusion fluids/medications/blood products would populate into the pump interface and allow the provider to select which item was being administered and associate the IV fluid to the individual pump module (A, B, C, etc.). As an additional check we would like a field added to Essentris (within the IV Drugs order) to allow the Pharmacy to input a unique identification number into Essentris for fulfilled IV drug orders. Currently, all Essentris orders for medications are being inputted into Composite Health Care System (CHCS) by the Pharmacy and a label is generated for each IV medication. The label displays a unique identification number and corresponding barcode. The requirement is to transmit this unique number to the pump device to provide an additional patient safety check. Future enhancements will allow for an automated extraction of this unique number from CHCS to Essentris. Additional information that would populate to the pump (from Essentris) would be medication flow rate, total amount of fluid, stop time (as applicable), Intravenous Piggy Back (IVPB) and Infusion Site as prescribed on the order. Upon configuration of the pump to administer the IV fluids / medications, the pump would transmit data back to the central server and on to Essentris Intake and Output (I&O) Flow sheet. The data set would include a unique ID information for the pump and individual modules delivering IV fluids, interruptions in flow, device (module) alarms and resets, bag resets, flow rate changes, changes in infusion sites (to be provided from a pick list allowing multiple values to be picked as in Essentris) and the user ID of the individual making changes to pump settings (requires interface to allow user ID to be selected from a pick list and PIN to be inputted to allow access to pump interface). This information would then be populated into the I&O Flow sheet in Essentris and be recorded as data points in the GDR for reports generation. It is also expected that functionality would be established in this interface that would allow for multiple pumps to be associated with an individual patient. There would also be an override process that would facilitate a provider's rapid response to administer fluids without pump configuration/association. This project will create a bi-directional, system to system interface to allow medication orders to be passed to the CareFusion Alaris infusion pumps to populate the medication infusion information, and infusion data to be passed to the Essentris EMR system to populate the Intake and Output Flow sheet. The interface will employ the HL-7 defined interfaces and event-based, electronic transfer utilities provided by Cardinal Health and CliniComp International respectively. The interface will operate such that when an infusion procedure is initiated at the patient bed-side, the CareFusion system will obtain the information for all active infusion orders in the Essentris EMR for the specific patient identified. Data elements passed to the CareFusion system will include at a minimum: patient identification, medication, flow rate, date/time of order, and other elements as required supporting the interface. Once the infusion procedure is in progress, the interface will pass infusion flow information to the Essentris EMR database for the specific patient. That data will be used to populate the Intake and Output Flow sheet in the patient record. Data elements passed to the Essentris EMR will include at a minimum: start time, end time, flow rate, medication, medication concentration, and other elements as required to support the interface. DDEAMC will work with the individual companies to obtain and provide to the selected source HL-7 interface data definitions and descriptions, and electronic transfer utility descriptions in order to allow for execution of this interface. Transfer will be handled using existing electronic transfer utilities - Data Transfer Service and Minimal Low Level Protocol for CareFusion and Essentris respectively. Event trigger for data transfer will be automatic or based on user demand at initiation of an infusion procedure or at documentation user validation. Documentation of the interface will be provided including data flow diagrams, data element tables, and all implementation code (as necessary). A generic template for the interface will be developed and provided as part of the implementation. The template will be such that any other infusion pump with a defined HL-7 interface and electronic transfer utility can be developed in the future. An award will not be made on offers received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing the RFP. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical experience, past performance, safety and price for evaluation by the Government. The Government will not pay for any effort expended in responding to this notice. Estimated award date for this potential contract is 26 September 2011.
