Description
This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ); solicitation number is H92244-11-T-0179 and a firm fixed price contract is contemplated. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52 effective 31 May 2011. This procurement is 100 % small business set aside and the associated North American Industrial Classification Code (NAICS) is 624190 with a business size standard of $7.0M. The DPAS rating for this procurement is DO-S10. All responsible sources may submit a quote which shall be considered by the agency. Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: Section B: Schedule of Supplies/Services CLIN 0001 Provide training for Fathers and Sons to improve their relationship, communication skills and team building. As per statement of work. Period of Performance: 23-24 September, 2011 Section C: Description/Statement of Work 1.0 REQUIREMENTS 1.1 The training will include a 1.5 day course of instruction for 10-50 father/son units (totaling 20-100 students) that focuses on the father/son relationship, communication skills and the son's development. Training shall include classroom, didactic instruction, small group discussion, practical skills, simulation, and father/son relational exercises 1.2 Contractor shall provide all required materials to include; student guides, pens, resources for post retreat relationship building, various materials and tools required for all activities, and any other supplies or materials required for the training. 1.3 Contractor shall provide age appropriate (childrens ages will range from 6-17 years old) training, based on intentional relationship building between father and son. This is curriculum based training with supporting activities and must have measurable objectives. 1.4 Training must be divided into appropriate age blocks with consideration for adolescent developmental skills. IE: 6-12 yrs, 13-17 yrs 1.5 Contractors shall provide age appropriate training and activities designed and proven to strengthen the bond between fathers and sons. 1.6 Training shall cover the following: 1.6.1 Basics of the father son relationship 1.6.2 Relationship enhancement skills 1.6.3 Childhood development skills for fathers and sons 1.6.4 The importance of communication between fathers and sons 1.6.5 Improved communication skills for fathers and sons 1.6.6 Team building exercises and activities 1.7 Contractor will provide course syllabus and supporting documentation for review 2.0 PLACE OF PERFORMANCE 2.1 Contractor shall provide a facility that can provide a "Camp" style experience for which to hold the training at. The facility must be located within 1.5 hours from NSWDG on 23-24 Sep 11. 2.2 Facility shall have appropriate "Camp" style lodging for 100 students for one night. Beds, showers and restrooms must be provided. Contractor will provide pictures of lodging if available. 2.3 Facility shall provide 4 hot meals for all participants. Contractor must provide sample menu with quote. (1 meal on Sep 23, 3 meals on Sept 24) 2.4 Contractor shall provide onsite outdoor activities. FAR 52.217-7 Option for Increased Quantity-Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree. (End of clause) 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance: Past Performance, technical, and price. Government will award this contract based on best value to the government. Vendor shall provide an outline of the curriculum of each course for technical review. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
