- THE PROPOSAL DUE DATE HAS BEEN EXTENDED FOR THIS REQUIREMENT. PROPOSALS ARE DUE BY JULY 8, 2011 AT 12:00pm. The purpose of this RFP is to acquire training at the FTC for Contracting Officers Technical Representatives (COTR) and Contracting Officers Representatives (COR). This training must meet the requirements of the November 26, 2007 Memorandum from the Office of Federal Procurement Policy (FFP) Administrator, establishing the Federal Acquisition Certification for COTRs (FAC-COTR) and specific FTC training needs related to the acquisition and management of expert witnesses.
