- NASA/GSFC/Wallops Flight Facility (WFF) plans to issue a Draft Request for Proposal(DRFP) for the Wallops Institutional Consolidated Contract (WICC) Follow On. Anticipatedrelease date of the DRFP is August 26, 2011. The draft statement of work is anticipatedto be posted by July 31, 2011.WFF, located on the remote eastern shore of Virginia, is an operational launch range andairfield. The broad scope of services will be provided for NASA as well as multipletenant organizations including the Department of Defense.The overall scope is in support of the WICC Follow On is: 1.0 Institutional ProgramImplementation and Business Management; 2.0 Facilities Planning, Engineering andConstruction Management Services; 3.0 Facilities Operations and Maintenance; 4.0Construction and Mission Support Services; *5.0 Grounds Maintenance Services; *6.0Custodial Services and Solid Waste; 7.0 Chemical and Biological Laboratory SupportServices; 8.0 Environmental Management Support Services; 9.0 Occupational Medicine; 10.Reserved; 11.0 Emergency Services; 12.0 Telecommunications and Engineering Services; 13.0Technical Facility Operations; 14.0 Technical Services; and 15.0 Logistics. * It is currently anticipated that NISH will be a directed subcontract for IDIQ tasksissued for Grounds Maintenance Services and Custodial Services and Solid Waste.This procurement is a total small business set-aside. The NAICS Code and Size Standardare 561210 (Facilities Support Services); and size standard of $35.5M.The Governmentdoes not intend to acquire a commercial item using FAR Part 12. The anticipated releasedate of the DRFP NNG11367416R is on or about August 26, 2011 with an anticipated RFP duedate of on or about November 28, 2011. All responsible small business sources may submita proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The current installation Ombudsman canbe found at http://prod.nas.nasa.gov/pub/pub_library/Omb.html.The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASABusiness Opportunities page ishttp://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=.Prospective offerorsshall notify this office of their intent to submit an offer.
