- Synopsis: Sources Sought: THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATIONAL AND PLANNING PURPOSES ONY. IT DOES NOT CONSTITUTE A SOLICITATION AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. The 82nd Contracting Squadron is seeking sources for a potential competitive single award 100% set-aside for an 8(a) business concern to perform under an Indefinite Delivery/Indefinite Quantity (ID/IQ), multiple-year roofing contract at Sheppard AFB TX 76311. Typical task orders will consist of roof maintenance, repair and installation (or replacement) for asphalt built-up roofs, metal roofs, and other type roof systems. The NAICS code is 238160 with a small business size standard of $14M. Description of the work will be identified in each task order. Individual task orders may range between an estimated $2,500 to $500,000. The program value is Not-to Exceed $5,000,000 over a four year period. Contract awarded will contain a basic 12-month period and three 12-month option periods. The purpose of the sources sought is to identify available qualified 8(a) businesses. If your business is interested in this acquisition, submit the following capability information to the Contracting Officer not later than fourteen (14) days after the publication of this notice: (a) Business information (Name, Address, Phone Number, and CAGE Code) (b) SBA Certification of 8(a) eligibility; (c) Capability Statement (demonstrate a history of RELEVANT ROOFING experience with a primary focus on IDIQ-type contracts and simultaneous performance of multiple projects at different locations; (d) Evidence (limit to five) of recent (meaning within the past three years), relevant experience in work similar in type and scope, to include contract numbers, project titles, dollar amounts, and points of contact with telephone and fax numbers, in what capacity (e.g., as the prime contractor, subcontractor, etc.) performed; and a statement as to why the project is relevant. You should note that the Government may use past performance information obtained from other sources; (e) Bonding capability on individual projects and aggregate requirements; (f) Percent of work your business can commit to accomplishing roofing tasks (in-house, with no subcontractor) labor (g) provide information on problems encountered during performance of these contracts and the corrective actions taken to resolve them; (h) advise who your subcontractors, teaming partners and joint ventures are that will or may be performing major or critical aspects of the task orders; (i) financial and bonding capabilities to execute multiple projects with a combined value of up to $1,000,000; and (j) project management capabilities and company staffing levels. The successful contractor will be required to furnish all labor, tools, materials, equipment, supervision, personnel and all else necessary to accomplish each task order. The majority of the work will be performed at Sheppard AFB, Texas; but some work may be required at the Lake Texoma Annex, in Grayson County, Texas. As noted above, the Government reserves the right to set this acquisition aside for an 8(a) business, based on the responses received. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All businesses responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award.
