Description
DRAFT PWS THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Standard company brochures will not be reviewed. The Environmental Protection Agency (EPA) is performing market research to determine potential sources for a future acquisition. The U.S. EPA, Region 5, Water Division (WD) has a requirement for a contractor to provide technical and support services to implement Clean Water Act (CWA) Programs. EPA has established core programs to implement the CWA. These programs are listed in the draft Performance Work Statement (PWS) titled: Technical Support for the Region 5 Watershed Program (TSWP). Under a future solicitation the successful contractor must provide all necessary labor, materials and services in support of the efforts required by the attached Draft PWS. A suggested pricing schedule is included to show the types of labor categories that may be required. It is anticipated that any future contract will be solicited and awarded as a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity type contract. Period of performance starting October 1, 2011, with a three (3) year Base Period and two (2) additional Optional Periods of twelve months each. The cumulative amount of work over a 5-year period of performance is estimated at $5M. The applicable NAICS code is 541690. The standard EPAAR solicitation provisions (EPAAR 1552.209-70 and 1552.209-72) requiring an offeror to certify that it is unaware of any potential Conflict of Interest or to disclose any potential Conflict of Interest of which it is aware will be a part of a future solicitation. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential Conflict of Interest discovered after contract award will also be a part of a future solicitation. Given the nature of the support required, additional conflict of interest requirements relative to contract performance work statement may be required. Any Interested firm should submit a capability statement which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. A response to this notice should be limited to sixteen (16) pages, including attachments. The 16 pages should be divided into eight (8) pages devoted to comments on the Draft PWS, and 8 pages describing vendor capabilities to perform the Draft PWS. The resulting sources sought response must be submitted electronically. In the capabilities statements, contractors should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA anticipates a future solicitation using full and open competition procedures under FAR Part 12. Any future pre-solicitation synopsis for this work will be posted on the FedBizOpps Website.
