- The U. S. Department of Commerce, Atmospheric Turbulence & Diffusion Division (ATDD), has a requirement for the following items: Geonor Inc. Item #0001 -Precipitation Gauge 600 mm Capacity, P/N 470600-3, Model #T-200B-3, with 3 Sensors and 3 Interfaces (TH-501); and Item #0002 - Precipitation Gauge 1000 mm Capacity, P/N 471000-3, Model #T-200B-M3, with 3 Sensors and 3 Interfaces. This requirement is for a high frequency high precision weighing-type precipitation gauge with a data logger-compatible output. The gauge should be fitted with three (3) independent transducers, providing three (3) independent measurements of precipitation catch and rate. This unique feature provides an excellent verification of the accuracy of data and the ability to diagnose defective sensors in the field. It is very important for network quality control that the gauge allow for installation of redundant (multiple) transducers, so that the independent measurements of the precipitation quantity and rate can be obtained for comparison, to verify that the gauge is providing accurate data. The following requirement have been established: Weighing Type; Standard data logger-compatible output (analog voltage or frequency); Ability to have 3 independent transducers; Transducers must have transient (lightning and/or electrostatic shock) protection; Accuracy: 0.6 mm or better; Sensitivity: 0.1 mm; Repeatability: 0.1 mm; Total Capacity: 600 mm or more; Temperature Range: -25 degrees or lower to +60 degrees or higher; Temperature Drift: 0.5 mm or better over full operating range; Documented track record over several years of field use; High quality UV-resistant white paint over entire exterior, and interior of the orifice; Simple rugged mounting pedestal imbedded in concrete pad; and easily cleaned and calibrated. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106. If no qualified responses are received, the Government intends to contract with Geonor, Inc., P.O. Box 903, Milford, PA 18337. This is not intended to be a competitive proposal. Background: The U.S. Regional Climate Reference Network (USRCRN) is an integrated surface-observing network whose data provide climate, weather, and water information to measure and monitor at a minimum atmospheric essential climate variables (surface air temperature and precipitation) contributing to multiple uses: protect life and property; preserve and extend the climate record of the United States; monitor climate variability and change at a regional level; and provide quality data to the Nation's hydro meteorological forecast, warning and numerical modeling programs. USRCRN data are derived from sensors whose siting, exposure, and maintenance adhere to the GCOS Ten Climate Monitoring Principles. USRCRN ensures the integrity and fidelity of the Nation's regional climate by modernizing 550 USRCRN stations. Geonor, Inc. is the only vendor with a gauge that meets all the specifications defined in the minimum need of the Government. Any change in the gauge configuration would also require new software to be developed and tested for the station micro-loggers/dataloggers. It would also require the QA/QC and ingest software to be rewritten at the National Climatic Data Center (NCDC) which receives and processes the data. However, all proposals received within five (5) days after the date of publication of this notice will be considered by the Government. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Geonor Inc., whichever is determined to be more advantageous to the Government without further notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed product data concerning their capability to provide the supplies that will satisfy the Government's needs. All responsible sources may submit a quote which will be considered by the Agency. All contractors doing business with the Eastern Region Acquisition Division (ERAD) must be registered with the Central Contractor Registry (CCR) or certification of registration in the Online Representations and Certifications Application (ORCA).
