- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-11-T-0158 http://www.fbo.gov/ is hereby issued as an attachment hereto The Government contemplates award of a Firm Fixed Price (FFP) three (3) year Indefinite Delivery- Indefinite Quantity (IDIQ) contract resulting from this solicitation. THIS RFQ is 100% SET-ASIDE FOR SMALL BUSINESS CONTRACT AWARD - CLIN 0001 - COATING - Qty Min 10 Max 525 each, IAW SOW and DWG ™s numbered 8347991, 8348013, 8348089 and 8348092. All will be attached to solicitation. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Quoters may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet at www.ccr.gov. Information about the JCP is located at http://www.dlis.dla.mil Delivery: There are two different delivery options dependent upon First Article Testing or waived First Article Testing. Please review clause 52.211-8 for specifics. Both delivery options require FOB Destination 300 Highway 361, Crane IN 47522-500 Selection shall extend to the Government a standard sales warranty provided such warranty is available at no additional cost to the Government All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Low Price Technically Acceptable Evaluation Criteria / Go or No-go _ Technical Acceptance _ Price Technically Acceptable Equals: _ Conform to specifications in accordance with (IAW) attached Statement of Work (SOW) and attached drawings numbered- 8347991, 8348013, 8348089, and 8348092. Contractor must be Joint certification Program (JCP) registered to receive attachments. See CLIN 1 information for registration web address. _ First Article Testing: Estimated cost of First Article Testing is $1000.00. First Article will be waived only for contractors that have provided acceptable Parylene coated SQQ-32 modules on previous Government contracts. List previous contracts that provided this parylene coating in section six of the experience questionnaire. Ensure you include email, phone number, and contract number for your point of contact information. _ Complete the experience questionnaire found on page 33 _ Delivery: See delivery requirements in clause 52.211-8 on page 6 _ Offerors must also fill out and return with quote, clause 52.212-3 starting on page 11 through page 23 _ Fill out blocks 30a, b, and c of the SF 1449 Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award.
