- This announcement is a Sources Sought Notice by the U.S. Army Corps of Engineers, Honolulu District; it is not an Invitation for Bids (IFB) or a Request for Proposals (RFP). The purpose of this Sources Sought Notice is to identify prospective Small Businesses capable of performing habitat restoration under NAICS code: 237990. This announcement is for information and planning purposes only, and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Small Business size standard for this NAICS code is $33.5M and the price range for the entire project is between $1M - $5M. The USACE Honolulu District may use the responses to this Sources Sought Notice to determine the type of solicitation issued and the manner of advertisement. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS NOTICE: (1)Indicate your intent to submit a bid/proposal for this project when it is formally advertised. (2)Name, address, and DUNS number of firm with phone/email points of contact. (3)Size of firm including category of Small Business, such as 8(a), HUBZONE, SDVOSB, etc. (4)Provide a list of completed construction experience that is similar to the work listed herein. PROJECT SCOPE: The Kawainui Marsh Environmental Restoration Project will be constructed in the Kawainui Marsh, Kailua, O'ahu, Hawai'i by the U.S. Army Corps of Engineers and State of Hawai'i, Department of Land and Natural Resources. The purpose of the project is to restore habitat suitable for endangered Hawaiian waterfowl (ae'o (stilt), 'alae 'ula (moorhen), 'alae ke'oke'o (coot) and koloa maoli (duck)). The project will be located in the upper portion of the marsh, behind the Castle Medical Center, encompassing approximately 40 acres. Project features include 11 terraced shallow ponds (similar to taro lo'i) with an earthen berm system accessible to maintenance vehicles and water supply system to the ponds (two solar-powered well pumps and water level control structures), with options to include predator control perimeter fence and gates, up to nine additional well pumps and geotextile fabric along a portion of the berm. Construction must occur during the driest time of year, July through October, in order to minimize the likelihood that waterbirds will be present during construction. Work can continue, as necessary, beyond these months. Work will not be allowed within 100 foot radius of waterbirds or nestings for periods of 30-60 days, as determined necessary by on-site State biologist. The following permits and/or environmental compliance have been obtained or completed for construction of this project: Section 7 Endangered Species Act (ESA) Biological Opinion from U.S. Fish and Wildlife Service (USFWS) dated December 2009, Section 106 National Historic Preservation Act (NHPA) consultation with State of Hawai`i, Historic Preservation Division (SHPD) dated December 3, 2007, National Environmental Policy Act (NEPA) Environmental Assessment dated December 2008, Conservation District Use Permit, Special Management Area, Water Use Permit, Well Construction Permits, and Coastal Zone Management Consistency Determination. The Contractor will be responsible for abiding by all applicable conditions within these compliance documents and permits. Archaeological and biological monitoring during construction required by the ESA and NHPA consultations will be conducted by a third party contractor. The contractor will be required to accommodate the monitoring and abide by delays in construction to address issues that may arise from monitoring activities. Conditional permits have been received for Section 401 Water Quality Certification (WQC) and Section 402 National Pollutant Discharge Elimination System (NPDES), for which the Contractor will be required to submit site specific information, respond to all questions and concerns to the satisfaction of the State of Hawaii Department of Health Clean Water Branch (CWB), and obtain written acceptance from CWB of your submittals prior to the start of construction. The Contractor will be responsible to obtain all other Federal, State and County permits that may be required.
