- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for non-personal services as defined in FAR 37-101, under which the provider is an independent contractor. This announcement is supplemented by Request for Proposal (RFP) W912LQ-11-R-0004 (attached). Proposals are being requested for a base period of six months plus two (six month) option periods. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52, effective 31 May 2011. This solicitation is a 100% set aside for service disabled veteran owned small business under NAICS of 488111 with a size standard of $7 million. The contractor will provide all personnel, labor, materials, equipment, services and supplies necessary to provide Air Traffic Control Services for Blackstone Army Airfield. The contractor shall provide Air Traffic Control Service to aircraft arriving and/or departing BAAF, flight following services and related maintenance services. The contractor shall submit a proposal including a statement of capabilities describing the contractor's understanding of the government's needs and how the contractor proposes to meet those requirements. Submittals must include a description of past performance as described in Section L Proposal Preparation Instructions. In addition, the offer must submit pricing information, including a completed offer schedule. The offeror must also submit completed copies of the provisions 52.212-3 Alt I, Offeror Representations and Certifications Alternate I; and 252.212-7000, Offeror Representations and Certifications Commercial Items; and 252.225-7000, Buy American Act Balance of Payments Program Certificate. If the company information is available through Online Representations and Certifications (ORCA) so indicate in 52.212-3 and return only that portion of the provision. This contract will be a firm fixed price award. Offers will be evaluated inclusive of option pricing. ***Applicable provisions and clauses are contained within RFP W912LQ-11-R-0004. Clauses and provisions may be viewed in full text through internet access at FAR site http://farsite.hill.af.mil. Contractors must be registered in the Central Contractor Registration to be awarded a Federal Government contract. Registration can be accomplished at www.ccr.gov. It is the offeror's responsibility to monitor this site for the release of amendments (if any). Interested parties must submit any questions in writing using the attached Request for Information (RFI) form to the Contracting Officer listed below, by fax or email prior to.
