- Access Form Draft RFP The U.S. Department of Justice, Drug Enforcement Administration (DEA) intends to issue a contract for a Cessna Citation Sensor Suite Upgrade. This DRAFT Request for Proposal (RFP) is being issued as a pre-solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This DRAFT RFP does not commit the government to pay any cost incurred in the submission of a proposal or to award a contract for the Citation Sensor Suite Upgrade. It is also noted that the Contracting Officer is the only individual who may legally commit the Government to the expenditure of public funds in connection with this procurement. RFP number: DJD-11-R-0004 is intended to be issued as a full and open procurement. The applicable NAICS code is 336411 -Aircraft Manufacturing), Size Standard 1500. This DRAFT RFP document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular FAC 2005-52 issued 05/31/2011. This announcement constitutes the only a DRAFT RFP; proposals are not being requested at this time. This draft solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The full text of a clause may be accessed electronically at https:// www.acquisition.gov. 52.212-1 Instructions to Offerors - Commercial Items (Jun 2008), 52.212-2 Evaluation - Commercial Items (Jan 1999), 52.212-3 Offeror Representations and Certifications - Commercial Items (May 2011), 52.212-4 Contract Terms and Conditions - Commercial Items (June 2010), and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2011). The Government anticipates award of a single firm fixed price contract. All questions regarding this DRAFT RFP shall be submitted in writing via email to Contract Specialist Nanaesi Amoo at nanaesi.amoo@usdoj.gov by July 08, 2011 at 8:00 am EST. An Industry Day is scheduled to be held at 2300 Horizon Drive, Ft. Worth, TX 76177 on July 13, 2011 at 1:30pm. A facilities access form must be submitted to Ben Dixson at ben.j.dixson@ysdoj.gov no later than July 06, 2011, 3:00 pm CST. The main focus of the Industry Day for the Citation is to obtain vendor input regarding Contract Line Item Number (CLIN) structure, pricing structure and vendor feedback on the overall requirement as it is currently written. All questions submitted from this DRAFT solicitation will be answered at the Industry Day held in Ft. Worth, TX and posted after 07/13/11 on FBO.
