- Justification for Other than Full and Open Competition This is a combined synopsis/solicitation for the Sole Source of a commercial item prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this solicitation and following FAR 13.5 – Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Defense Media Activity is issuing this combined synopsis/solicitation, reference number HQ002802786601, as a Request for Quote (RFQ) using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 334220, “Radio & Television Broadcasting and Wireless Communications Equipment Manufacturing”, with a small business standard of 750 employees. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-52 effective 30JUN2011. The Government intends to award a firm fixed-priced, Sole Source Purchase Order to contractor Seachange International Inc (Acton, Massachusetts, USA) in accordance with 10 U.S.C. 2304(c)(1) & FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Justification for Other than Full and Open Competition is attached and was posted the Federal Business Opportunities (FBO) web-site on December 17, 2011 for a period of 15 calendar days. No responses were received. DESCRIPTION Mastering System: DEPLOYABLE; VIDEO SERVER SYSTEM COMBINES HIGH DENSITY MATRIX VIDEO LIBRARY WITH MASTERING SYSTEM SOFTWARE, INGESTS PRO IDIOM ENCRYPTED VIDEO CONTENT FROM DVD AS WELL AS UNENCRYPTED LOCALLLY PRODUCED CONTENT INTO THE VIDEO LIBRARY, SOFTWARE ALLOWS MASTER PLAYLIST SCHEDULES TO BE PRODUCED AND WILL ASSEMBLE THAT SCHEDULE ALONG WITH REQUIRED VIDEO CONTENT ONTO DESIGNATED FLASH DRIVES FOR LATER REPLICATION AND DISTRIBUTION TO DVS 100 SYSTEMS, SYSTEM C/O: 1 EA SEACHANGE MATRIX VIDEO LIBRARY WITH 75 TB STORAGE, 1 EA MASTERING SYSTEM SERVER AND SOFTWARE, TRANSCODER SOFTWARE, 1 EA APPLICATION SERVER, 1 EA ASSET METADATA EDITOR SOFTWARE, SERVER POWER REQUIREMENTS: AC INPUT 110 OR 220 VAC, 50/60 HZ, AUTORANGING FROM 100-240 VAC; F/U/W NAVY SITES SYSTEMS.
