Description
The Forest Service Supplemental Specification document supplements FP-03 Standard Specifications for Construction of Roads and Bridges on Federal Highway Project. The Forest Service contemplates releasing a solicitation (invitation for bids) for the Forest Highway 43 Road Improvements project (solicitation no. AG-0116-S-11-0043) on or after July 15, 2011, on this FedBizOpps website. The work encompasses Segments I, II, and III -- the work was designed in segments but the construction work is being contracted for here as a single project. The work is on Prince of Wales Island in southweast Alaska, from the Coffman Cove junction to the Sarkar Lake bridge, a distance of about twelve miles. The project consists of upgrading and realigning existing gravel road to a two-lane paved highway with a 40 mph design speed. Work consists of excavation, rock borrow, subbase, base, pavement, guardrail, drainage, fish passage culverts, signing, and other similar items of work. The typical depth of the AC pavement is three inches underlain by six inches of aggregate base and fifteen inches of aggregate subbase. The work includes replacing all existing structures except bridges. The work is identified in the State of Alaska's Statewide Transportation Improvement Plan (STIP) as FH43 POW Island Hwy with need ID 23376. Bids will be due thirty-or-so days after solicitation release, and the period of performance is three years. The estimated price of the acquisition is between $25 Million and $100 Million. A full-and-open-competition approach is contemplated, with bids invited from all responsible sources. No set-aside is planned. The primary specifications for this project will be FP-03, Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects. A Forest Service supplemental specification will be released with the solicitation, and a draft version is released here with this pre-solicitation notice. The plans for this project were released in draft in FedBizOpps on June 8, 2011, as an amendment to the sources-sought posting of February 2, 2011. A pre-solicitation conference was advertised in a special notice in FedBizOpps on June 10, 2011. The minutes of that conference were posted on June 30, 2011, to both the sources-sought and the special notice postings. These previous postings may be seen at https://www.fbo.gov/spg/USDA/FS/116/AG-0116-SS-11-0043/listing.html. All prospective bidders should review these previous notices and download the draft plans. The Forest Service does not contemplate hosting a site visit at the project site. However, the site is on public land and prospective bidders are invited and expected to visit the work site on their own. With plans in hand, a prospective bidder can drive or walk the project route. Prospective bidders should visit this FedBizOpps website from time to time to look for the solicitation, solicitation amendments, or other postings. Prospective bidders are encouraged to confidentially share their intention to bid with the contracting officer. Prospective bidders are notified that a subcontracting plan will be required before contract award from the apparently successful bidder pursuant to the contract clause at FAR 52.219-9 with its Alternate I, unless the apparently succesful bidder is a small business concern. The contracting officer anticipates requiring the apparently successful bidder, unless the apparently succesful bidder is a small business concern, to submit its subcontracting plan within five calendar days after the contracting officer's request. Failure to submit the subcontracting plan or failure to address deficiencies within the time allowed by the contracting officer shall make the bidder ineligible for award of a contract.
