Description
This posting is solely for pre-solicitation purposes only of a Simplified Acquisition of Base Engineering Requirements (SABER) contract and the actual solicitation is anticipated to be posted on or about 13 June 2011, on the Federal Business Opportunities (FBO) web page, www.FBO.gov. This is not a request for proposal. Responses to this notice are not required. Proposals will be solicited to interested and qualified contractors for performance of a broad range of maintenance, repair, alteration/restoration, and minor construction work on real property estimating between $2,000 and $750,000 at Los Angeles AFB, California and its associated sites. The work is required in support of 61 Civil Engineer and Logistics Squadron (CELS) activities. The solicitation when it is posted will be set-aside for competition restricted to SBA certified 8(a) Firms. The contract, when awarded, will be a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity type contract and will include a wide range of individual construction tasks as listed in the RSMeans unit price guides. During the contract period, Base Civil Engineering will identify construction tasks required for each specific job and Contracting will negotiate and issue individual task orders to the contractor for those jobs. The successful contractor will be required to furnish all labor, tools, materials, equipment, estimating software to use with RSMeans unit price guide, supervision, personnel, and all else necessary to design, manage, and accomplish individual construction projects. The contractor will be provided a management office at Los Angeles AFB, El Segundo, California as prescribed in the basic contract specifications which will accompany the solicitation. Individual projects may vary in size and complexity and include a variety of trades, but not limited to, carpentry, road repair, roofing, excavation, interior electric, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, and welding. The NAICS for this acquisition is listed as 236220 with a size standard of $33.5 Million. More specifically the work to be performed under this contract will be within the North American Industry Classification System (NAICS) codes, Sector 23 Construction, Sub-sector 236 Construction of Buildings, Size Standard $33.5M; Sub-sector 237 Heavy and Civil Engineering Construction, Size Standard $33.5M (except Land Subdivision, $7M and Dredging and Surface Cleanup Activities, $20M); and Sub-sector 238 Specialty Trade Contractors, Size Standard $14M for work on Los Angeles AFB. The minimum guarantee is $50,000.00 for the life of the contract with an unguaranteed maximum contract value of $30,000,000.00. Historically, the Los Angeles AFB SABER contract averages $2,200,000.00 in Task Order awards per year. The contract will have a one year base period and four option periods consisting of twelve months each. Contract award will be based on best value using Performance Price Trade-off (PPT) procedures. All interested parties will be able to view and download the solicitation on this website. It is the contractor's responsibility to visit the site periodically for any changes or updates to the solicitation, as no paper copies will be issued. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) database (www.BPN.gov/ccr) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Effective 01 Jan, 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process.
