- COCESS Statement of Work Past Performance Questionnaire Exhibit 2 (2012-2017 Bid Schedules) Exhibit 1 (2012-2017 Bid Schedules) SF 1449 Solicitation/Contract/Order for Commercial Items This is a combined synopsis/solicitation prepared in accordance with FAR Part 12 and as supplemented with additional information included in this notice. This announcement constitutes synopsis and solicitation; bids/proposals are being requested and a written solicitation is included. This solicitation, FA4686-11-R-0020, is being issued as a Request for Proposal (RFP). This procurement is being solicited as UNRESTRICTED. Any business size may submit a bid/proposal. The applicable NAICS code is 332510 and the small business size standard is 500 employees. The attached Statement of Work (SOW) and Solicitation along with attachments and exhibits provide further details of this requirement. Bids/proposals are due on 29 JULY 2011, 5:00 PM PST A Firm Fixed-price type contract is anticipated for this acquisition. This is a competitive best value source selection utilizing the "Tradeoffs" evaluation methodology. Details of this evaluation are further explained in the RFP. The contract will be for a base period of one (1) year with four (4) option years. This is a commercial acquisition; therefore, award will be made in accordance with Federal Acquisition Regulation (FAR) Part 12. All offerors must be registered in the Central Contractor Registration website (http://www.ccr.gov) and on the Online Representations and Certifications Application (https://orca.bpn.gov/) in order to be eligible for award. SITE VISIT/JOB WALK: (a) A ONE-TIME site visit/job walk is scheduled for 13 July 2011 at 1:00PM (PST) at 9th Contracting Squadron, Building 6500, Beale AFB CA 95903. The purpose of the site visit/job walk is to improve the understanding of the government requirements. ATTENDANCE IS NOT MANDATORY. (b) In order to insure adequate seating, those who plan to attend are requested to notify CAPT DENVER SAUNDERS by email at denver.saunders@beale.af.mil at least five (5) working days prior to the site visit/job walk to be placed on the roster. BRIEF DESCRIPTION OF THE REQUIREMENT (Refer to the SOW for further details) The contractor shall provide all necessary labor, supervision, equipment, supplies, and materials to support a "one stop shop" Contractor Operated Civil Engineer Supply Store (COCESS) located at Beale AFB CA. The contractor shall acquire, issue, deliver, store, and provide a simplified method for authorized personnel to purchase a variety of quality material, equipment, parts, tools, and supplies for work orders, construction, facility maintenance and repair, lawn and garden equipment repair, and self-help items for use by authorized government personnel. The store shall be located on the installation, provide easy access for authorized individuals, and contain a wide variety of commercial and industrial products (i.e., items found in commercial stores like Lowes, Home Depot or other local lumber and hardware stores). The store shall provide a customer service center with access to a user-friendly, state-of-the-art ordering and purchasing system for non-stocked items. The store shall stock high use/consumable items for immediate purchase. Store management and personnel shall provide quality customer service.
