- Solicitation DESCRIPTION: This acquisition is for custodial services to be performed at Edwards AFB and the Air Force Research Laboratory (AFRL), CA in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. It is estimated that the total square footage to be cleaned will be approximately two (2) million square feet spread over 300,000 acres of land. Services will include but are not limited to; Basic cleaning services (floor maintenance, centralized trash removal, drinking fountain cleaning, stairway cleaning, carpet vacuuming, general spot cleaning); Basic restroom/locker room cleaning services (cleaning and disinfecting, shower, toilet bowl and urinal descaling, floor cleaning, and restroom resupplying); Periodic cleaning services (strip, scrub, seal and wax floors, carpet shampooing/cleaning, high glass cleaning, high dusting, blind and drapery dusting); and Fitness Center and Child Development Center general cleaning (including interior/exterior glass cleaning, high and low dusting). All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices. The North American Industry Classification System (NAICS) number for this effort is 561720. It is anticipated that a firm-fixed price (FFP), Indefinite- Delivery Indefinite-Quantity (IDIQ) contract will be awarded. The Government intends to issue a single solicitation and make a single award to one offeror. The period of performance will consist of a five-year period. This acquisition will be reserved for competitive HUBZone contractors. The source selection will be conducted utilizing performance price tradeoff (PPT) techniques in accordance with AFFARS 5315.101-1. In using the best value approach, the Government seeks to award to an offeror who gives the Air Force the greatest confidence that it will meet the requirements affordably. All responsible sources may submit a proposal, which shall be considered by the agency. Industry Day information is contained in the package.
