Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Office of Science & Technology Partnerships, plans to procure on a sole source basis with Sigma-Aldrich Inc., ChemNavigator Services, 6000 N. Teutonia Ave., Milwaukee, WI 53209 for a Chemistry Resource comprising Screening Samples Database, Semi-Custom Synthesis Online Request System and Sample Procurement Service (License, Database Files, Access to Vendor Web Site, Purchasing Services). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 541511 and the business size standard in $25M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of performance will be twelve months with four twelve month option periods. The proposed contract is for a current and comprehensive database of commercially accessible drug discovery screening compounds, plus a centralized system to allow researchers to go beyond the samples in such a database by requesting synthesis of analogs from individual suppliers. Both the database and the Semi-Custom Synthesis Online Request System (SCSORS), together called "Chemistry Resource" in the following, are to be made available to all NIH researchers. The Chemistry Resource provided by the contractor shall be comprised of three major components: 1) a chemical sourcing database; 2) an on-line database search and selection system; and 3) a semi-custom synthesis online request system. 1. Sigma-Aldrich Inc., ChemNavigator Services is the only known source which can meet all of the below requirements:Minimum number of unique commercially-available offered structures represented in the active product database: 55 million 2. Minimum number of total commercial offerings represented in the active product database: 80 million 3. Minimum number of potential chemical products records supported in Virtual Custom Request Database shall be 260 million. The database system architecture shall allow for expansion to the 1 billion with adequate system resources. 4. Minimum number of international suppliers represented in the database: 300 5. Database diversity: at least 56,000 unique ring systems must be represented. 6. Database content is updated at least weekly. 7. Format of content: Database offered in SD file, SMILES, and SLN chemical structure format. 8. Commercial compounds are divided into the following collection categories: a. Drug-like Compounds b. Building Blocks c. Natural Products d. Made to Order Chemistry e. Custom Virtual Chemistry 9. The compound collection designation is available in the web system search interface for selective searching. 10. Structure records on CD/DVD distribution are provided as a unique set of structures with access to compound specific data in a delimited text file. The text file contains supplier name and supplier ID and a companion document with supplier contact information shall be provided. The ChemNavigator iResearch Library resource is unique in its ability to provide aggregate access to both structures and actual purchasable samples from the majority of available sources world-wide. It is the largest known currently available collection of small-molecule screening samples. The iRL Database currently contains over 55 million unique compounds, with a growing tendency. Sigma-Aldrich/ChemNavigator is the only known company with demonstrated success in establishing business relationships with, and executing brokered sample procurements from, over 300 suppliers worldwide. Additionally, SCSORS is a unique resource of connecting screening sample suppliers with customers interested in such samples for newly designed chemical structures, and does not exist anywhere else in the world. One of the main tasks for the company implementing this project is to turn the current "one-way street" Supplier  Broker  Purchaser into a two-way road, if not a world-wide network of thousands of chemists at hundreds of companies and organizations. Sigma-Aldrich/ChemNavigator is the only known commercial partner that can successfully continue to operate such a system because of their pre-existing contacts with virtually all screening sample vendors in the world, the trust and respect they have earned with those, as well as with their customers, their demonstrated success in providing sample procurement services to U.S. customers, and their chemoinformatics expertise in dealing with extremely large databases. Their middleman function also offers additional confidentiality and protection of intellectual property rights for NCI, in cases where this is desired. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on July 11, 2011. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
