Training space is needed for new employees hired for the Department of Veterans Affairs' (VA) West Consolidated Patient Account Center (WCPAC) in Las Vegas, Nevada. Space should be located in the city of Las Vegas, Nevada, and is required for a period of 47 calendar days, from August 1, 2011 to September 16, 2011. Space should be appropriate for training activities, and should accommodate 65 VA students, and include desks, chairs, and personal computers with high-speed internet access for each student, plus a few printers accessible by all students and instructors. Space can be offered in a variety of options: one large room or multiple rooms, up to 65 work stations. Each room should accommodate 15-20 employees. Price offered should be all inclusive, to include utilities and housekeeping costs. Appropriate space should be included for restrooms and parking, to include handicap parking spaces, as required by local code for this quantity of students and instructors. Location should be within 5 miles of a variety of eating establishments. Offeror should indicate if vending/break areas are available in the space offered. Objectives This contract is to acquire temporary work space for up to 47 calendar days to conduct training of new WCPAC staff prior to the first site transition scheduled for October 24, 2011. The contractor will provide personal services, work space, furniture, fixtures, computer equipment with high-speed internet, telephones and on-site parking. Period of Performance The estimated period of performance for this task order is: Base Period - 47 Calendar Days from Date of Award (DOA) GENERAL INFORMATION Type of Contract: Firm-Fixed-Price (FFP) Hours of Operation: The normal operating hours for the Federal Government are Monday-Friday, 0800-1630 local area time. GENERAL REQUIREMENTS: Training space in Las Vegas, Nevada. Space should be located in the city of Las Vegas, Nevada, and is required for a period of 47 calendar days, from August 1, 2011 to September 16, 2011. Space should be appropriate for training activities (multiple training rooms are desired), and should accommodate 65 VA students and include desks, chairs, and personal computers with high-speed internet access for each student, plus a few printers accessible by all students and instructors. Computers should be equipped high-speed internet capabilities and price offered should include wireless connectivity. For every task, the contractor shall identify in writing all necessary subtasks (if any), associated costs by task, along with associated sub-milestone dates. The contractor's subtask structure shall be reflected in the technical proposal and detailed work plan. All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. Where a written milestone deliverable is required in draft form, the VA will complete their review of the draft deliverable within 5 calendar days from the date of receipt. The contractor shall have 12 calendar days to deliver the final deliverable from date of receipt of the Government's comments. Electronic and Information Technology Standards Internet/Intranet The Contractor shall comply with Department of Veterans Affairs (VA) Directive 6102 and VA Handbook 6102 (Internet/Intranet Services). VA Directive 6102 sets forth policies and responsibilities for the planning, design, maintenance support, and any other functions related to the administration of a VA Internet/Intranet Service Site or related service (hereinafter referred to as Internet). This directive applies to all organizational elements in the Department. This policy applies to all individuals designing and/or maintaining VA Internet Service Sites; including but not limited to full time and part time employees, Contractors, interns, and volunteers. This policy applies to all VA Internet/Intranet domains and servers that utilize VA resources. This includes but is not limited to va.gov and other extensions such as, ".com,.edu,.mil,.net,.org", and personal Internet service pages managed from individual workstations. VA Handbook 6102 establishes Department-wide procedures for managing, maintaining, establishing, and presenting VA Internet/Intranet Service Sites or related services (hereafter referred to as "Internet").
