- The Contracting Activity is the General Services Administration, Heartland Supply Operations Center (HSOC), Kansas City, Missouri. The HSOC was officially created in July 2004, as the Heartland Global Supply. In May 2009, the Center's name was officially changed to Heartland Supply Operations Center. However, the general functions have been performed in some manner since GSA's inception in 1949. In 2006, the Office of General Supplies and Services (GSS) was established within the FAS organization. GSS consolidated the legacy Federal Supply Service organizations of Commercial Acquisition and Global Supply. The creation of GSS also changed the reporting structure for the offices within its portfolio. As such, Heartland Supply Operations Center is considered a national organization that reports directly to Central Office with reduced influence from the Regional Commissioner and Regional Administrator.
