- Description
- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. As authorized by FAR 6.302-1(a)(2)(i), procurement by other than full and open competition is necessary because the Alakai CPEDS standoff detection system is not Government-owned and is a unique industry capability. Specifically Alakai's is the only company capable of supplying a mobile prototype Dual-band UV Raman/ TEPS system that has the following specifications: 1. Measure and record Dual-band UV Raman spectra using excitation wavelengths of 250-nm and 355-nm 2. Measure and record TEPS spectra 3. Combine signals from Dual-band UV Raman and TEPS in a single unit 4. Operate at a standoff range to target distances of 25 meters or greater. 5. Available for laboratory testing within six (6) weeks After Receipt of Order (ARO) 6. Available for field test in the open environment within twelve (12) weeks ARO. Although other companies exist that produce IR Raman systems only Alakai has a dual-band UV Raman system required for this effort.
