- SP0600-11-RFI-0001 Request for Information (RFI) sources sought. The government does not presently intend to award a contract, but seeks to obtain price, delivery and other related market information or capabilities for planning purposes. United States Coast Guard Requirements for Biomass Heating Fuel - Wood Pellets to be procured by Defense Logistics Agency (DLA) A. Projected annual usage for wooden pellets in selected United States Coast Guard (USCG) installations in Alaska (tons per year) Sitka: 800 tons per year; Ketchikan: 800 tons per year; Kodiak: 10,000 tons per year. Unit Packed/Unit of Issue: Product delivered in bulk from contractor's facility as required by government based on annual usage. Requirement would include product purchase, storage and handling and scheduled deliveries during yearly performance periods. Method of Shipment: Ocean, Land, Air - to be determined by contractor Method of Delivery: Delivery method from contractor's facility to USCG customer will be by auger truck (pellet delivery truck). Storage requirement (commercial): To assure the consistent quality of densified fuel leaving the production facility, certified product must be packaged, stored, handled, transported and/or delivered in a manner that will maintain the integrity of the densified fuel produced. As the quality of the densified fuel leaving the production facility is not decisive for customer satisfaction, but rather the quality of the densified fuels that arrive at the end consumer's location, the complete supply chain is considered. The minimum requirements for certified densified fuel packaging, storage, handling, transport and delivery are as follows: ( a ) Densified fuel must not be exposed to moisture, e.g., through contact with condensed water, rain or snow. ( b ) Handling areas, silos, conveyor equipment, storage containers, and transport vehicles must be regularly checked for soil and/or debris. ( c ) Equipment is to be cleaned if necessary to prevent contamination. Certified densified fuel of one grade must not be allowed to co-mingle with densified fuel product of another grade or with non-certified product. Timeline for acquisition to support Ketchikan and Sitka locations - winter 2011 - 2012.
