Sources Sought: Veterans Health Administration (VHA) High-Fidelity Patient Mannequin Acquisition Simulation Learning, Education and Research Network (SimLEARN) National Center OVERVIEW: The Veteran's Health Administration (VHA) High-Fidelity Patient Mannequin Acquisition will procure commercially available high-fidelity mannequins to support the VHA SimLEARN training initiative. BACKGROUND: PEO STRI Project Manager for Combined Arms Tactical Trainers (PM CATT), Assistant Product Manager for Medical Simulations (APM MedSim), in support of the VHA Simulation Learning, Education and Research Network (SimLEARN) Program, has a requirement to procure high-fidelity mannequins for its Health training initiative. The purpose of this Sources Sought Notice (SSN) is to conduct market research to identify companies who possess the necessary capabilities and resources to support the requirements stated herein and to identify any commercial items that are available to meet the Government's need. The VHA SimLEARN program requires equipment, supplies and services for the activation of the SimLEARN National Center, and for the execution of the clinical simulation curricula. SimLEARN will establish a simulation based training program for VHA clinicians that will enhance workforce training and outcomes of care. The High Fidelity Patient Mannequins for the SimLEARN program will be used to for the development of simulation based curricula and the execution of simulation based training. MANNEQUIN REQUIREMENTS: The Government is conducting Market Research on High Fidelity Patient Mannequins that have the following capabilities: 1.Environmental - Operated and stored in environmentally controlled facilities. 2.Power - Operates independent of an external power source. 3.Communications - Communicates wirelessly to mannequin control devices. 4.Electrotherapy - Supports the use of defibrillation. Measure and record the energy level and wave forms used in defibrillation and vary responses defibrillation based on exercise parameters. 5.Airway - Supports intubation, tracheotomy, and cricothyrotomy. 6.Breathing - Chest rises and falls with lung sounds synchronized to breathing rate and simulate ventilator supported breathing. 7.Circulation - Heart rhythms, pulse rates, pulse strength, and blood pressure are consistent with the medical condition being simulated. Pulses are synchronized with an ECG when it is used. 8.Vital Signs - Vital signs can be observed and measured, consistent with the medical condition being simulated. 9.Genitourinary - Can be reconfigurable to support training with male and female genitalia, including catheterization and urine output. 10.Vascular - Provide IV access and Intraosseous access. 11.CPR - Compliant with the 2010 American Heart Association Guidelines for DPR and ECC, to include measuring and recording ventilation and compression data. 12.Eyes - That open, close, blink, and have papillary response to light by both automatic and instructor control of the eyes. 13.Monitoring - Measure oxygen saturation through the use of a pulse oximeter. 14.Pharmacology - Physiologically respond to pharmacological interventions. 15.Drug Recognition - Have a drug recognition capability. 16.Scenarios - Contain a library of scenarios, and support creation of new scenarios and editing of existing scenarios. 17.Simulated Patient Monitor and Software - Monitor and control simulated physiological parameters. 18.Operator Tablet PC - Controlled using a tablet PC. 19.Wireless Configuration - Can be controlled wirelessly and transmit physiological data wirelessly for monitoring exercises and use in after action review. 20.Webcam - Include a webcam capability. 21.Latex - Be latex free. ACQUISITION APPROACH: In accordance with Federal Acquisition Regulation, Part 10, Market Research, the Government is conducting market research to determine acquisition strategies for the VHA Medical Simulation Equipment Acquisition Program. Contract type(s) has/have not been determined. RESPONSES REQUESTED: Contractors capable of meeting any of these capabilities should contact the Contract Specialist by electronic mail at derek.karis@us.army.mil by 1600 hours (EST), 13 July 2011 indicating their capabilities. Capability statements should not exceed eight (8) pages, including the cover sheet, and should identify and address the capabilities in the Mannequin Requirements section of this Sources Sought Document to which they are responding. Contractors are requested to provide a timeline for the production of the products demonstrated. This is not a request for proposal. No additional information is available at this time. This announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. This notice is to assist in determining potential sources and to perform market research. Questions should be directed to Mr. Derek Karis. INDUSTRY DAY: The Government will conduct an Industry Day event on July 19, 2011. The Industry Day is open to all interested Offerors who possess the technical capabilities and resources to meet the Government's requirement. Offerors are not required to submit a capability statement to attend the Government Briefing on the Requirement, but must RSVP to Derek Karis to be admitted to the briefing. Offerors requesting a One-on-One Session / Demonstration with the Government must: 1.Submit the capabilities statement for the product being demonstrated, 2.Comply with the demonstration instructions in Attachment A, and 3.State their intent when RSVP'ing for the event.
