- The Centers for Disease Control and Prevention's (CDC) Laboratory Systems Development Branch (LSDB), Division of Preparedness and Emerging Infections (DPEI) intends to award a cost plus fixed fee contract to Integrated Quality Laboratory Services (IQLS) under FAR Part 6.302-1 for a 24-month laboratory gap analysis project in Armenia, Georgia, and Kazakhstan because they are the only company capable to perform the analysis using a proprietary assessment tool framework. The gap analysis focuses on national veterinary and public health laboratory systems infrastructure and capability in order to ensure reliability, timeliness and usefulness of laboratory data and reporting for surveillance and response and establishing baselines, monitoring and evaluation milestones to determine the progress and impact laboratory systems policies and implementation projects have over time, and how they support a country in responding to events of public health importance in support of the international health regulations, 2005 [IHR, 2005]. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however interested parties may submit a capability statement in response to the above requirement to: Mark Naggar, Contract Specialist, Email: inaggar@cdc.gov by 5:00 P.M. EST on 14 July 2011. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government.
